India Need to Fortify Relations with Energy Exporting Countries, Says Shri Salman Khurshid, Union Minister for External Affairs

Shri Salman Khurshid, Union Minister for External Affairs said that India need to go for better integration with international markets for strategizing Energy Security and enhancing relations with energy exporting countries. He emphasised on the strategic and economic importance of energy security, the opportunities in this space and the strategies and structured approaches adopted by the government. Addressing the inaugural session of the “Energy Security Conference 2012” organized jointly by the Ministry of External Affairs and the Confederation of Indian Industry (CII) in New Delhi today, Shri Salman Khurshid said that the demand for energy is growing at a terrifying pace in India and yet not fast enough if we take into account the per capita consumption in India.

Sources of energy are depleting at a fast pace and we are already importing 80 per cent of our oil and 25 per cent of our gas requirements. Going forward, if we continue to grow at 8-9 per cent import dependence is likely to increase and India would be importing 35-57% of coal, 90-94% of oil and 20-57% of gas by 2031-32, he said. He said that at the domestic level, we need to optimally exploit and utilize our energy resources; leverage on opportunities provided by coal bed methane and shale gas and develop technologies to scale up renewable energy. In addition, in the nuclear field there needs to be clarity in public perception, he said.

On the achievements and initiatives taken by the government, he said “We have made progress in linking India’s electricity grid, the second largest in the world with Nepal, Sri Lanka and Bangladesh. In addition, we plan to put in place additional gas pipeline network of 15,000 km and are in the process of increasing our LNG capacity to 45 million metric tonnes per annum from the current 13.5 mmtpa and have put in place a roadmap for the ambitions Turkmenistan TAPI Gas Pipeline to be commissioned by 2017.”

Focusing on the importance of energy security, Shri Adi Godrej, President, CII and Chairman, Godrej Group, said, “Increasing energy requirements coupled with a slower than expected increase in domestic crude oil and natural gas production has led to a strong reliance on imports and has drawn attention to the importance of Energy Security.” Emphasising the need for strengthening the domestic energy sources as well as acquisition of energy assets overseas, he said, “Measures to scale up renewable energy and expedite the exploration and production of oil, gas and coal to enhance domestic production need to be put in place.” He further added that strategic alliances and joint ventures as well as the establishment of a sovereign energy fund will enable successful acquisition of energy assets overseas.

In his address on the occasion, Shri Sudhir Vyas, Secretary (Economic Relations) said Ministry of External Affairs has been working with the line ministries, public and private sector to enable energy asset acquisition. He further added that there is a need to explore how synergies and tradeoffs can be developed; cooperation enhanced and opportunities

leveraged to ensure the nation’s energy security.

Shri Chandrajit Banerjee, Director General, CII said in his address that the Energy Security has clearly emerged as a key concern for India. To succeed in winning international energy assets, India urgently needs a value added strategic road map towards acquisition of overseas Energy Assets.

TUEM COMMUNITY HEALTH CENTRE TO GET BETTER FACILITIES – HEALTH MINISTER

Panaji, December 15, 2012 …. Minister for Health, Shri Laxmikant Parsekar has said that the work for improvement of Tuem  Community Health Centre would be  taken up shortly  under the funds of the Central Government costing of Rs.1.50 Crores.

This was stated  by  the Health Minister  Shri Laxmikant Parsekar  when he along with  Speaker, Shri Rajendra Arlekar, Senior Officers from Goa State Infrastructure Development Corporation (GSIDC)   visited the Community Health Centre, Tuem in Pernem taluka,  yesterday.

They  went  around  all units of the Health Centre and acquainted themselves with the conditions of the hospital.

Shri Parsekar  told the GSIDC Officers to take  immediate  necessary steps  in improving and providing  facilities in this Health Centre.

The Health  Minister  also said that Ultra Sound, X-ray and operation theatre would  be equipped with modern facilities at this health centre  so that the patients in Pernem and nearby areas can get appropriate treatment. This, he said would help to reduce burden on   GMC and District  Hospitals in the state.

Thereafter, the Health Minister and Speaker visited the Goa Antibiotics and Pharmaceauticals  Ltd.  at Tuem  and acquainted themselves with the  workings  of the Goa Antibiotics.

They were received by Shri. Surendra Vernekar, Managing Director and Shri Dayanand Kanekar, General Manager of  Goa Antibiotics at the venue.

“HIGHER EDUCATION SUMMIT 2012”

Panaji, December 15, 2012The Governor Shri Bharat Vir Wanchoo, has said that, Goa Should become a major educational hub of the country, provided we take the right steps coupled with proper determination and rise above narrow political and parochial considerations. He said he will like to see Goa as the Boston of India.

The Governor was addressing at the one day Higher Education Summit 2012 held at Panaji today. The summit was jointly organized by Government of Goa in association with Confederation of Indian Industry. The theme of the summit was “Improving Quality of Higher Education to Drive Goa’s Economy”.

Shri Keshav Chandra, IAS, Education Secretary, Shri Anil Kher, Chairman, Confederation of Indian Industry Goa Council and MD, Micro Interconnecxion Private Ltd., Shri Shrinivas V. Dempo, Past Chairman CII WR and Chairman of Dempo Group, Shri Atul Pai Kane, Vice Chairman CII Goa Council and MD, Power Engineering (India) Pvt. Ltd  and Ms. Mausami Kamat  graced the function.

The Governor was of the opinion that, Goa can attract highly talented faculty that would be willing to help make Goa emerge as the major educational hub. Goa can set up centres of excellence and research in niche areas besides also to consider setting up an integrated educational complex that can help to create skills to participate in the new media like animation, graphics, cyber security etc., he added.

Taking into consideration the interest of youths in Goa the Governor said, Goa can emerge far further in the field of textile or product design and even in films. These are all areas that would be of interest to the Goan youth and enable them to participate in this educational opportunity and occupy this particular niche in the Indian and global economy said the Governor.

Speaking further the Governor said the aim of education or higher education should be to broaden the horizon of people to make them responsible citizens and not merely to provide them a means of livelihood. However he said, from practical stand point, education should aim to adequately equip the youth with skills to meet the challenges of life and prepare them for various types of employment.

Touching upon educational aspects in the state the Governor said, after the liberation Goa has made considerable progress in the field of education, including higher education, and the Government is making concerted efforts to make higher education to still higher levels, to meet the needs and aspirations of the people, in keeping with national priorities and objectives. The Governor further said, Government is doing its best to promote higher education and has introduced several innovative schemes he added.

Stressing on the educational aspects the Governor Shri Bharat Vir Wanchoo said, we make rapid progress in promoting technical and technological innovation, we have to ensure that it serves the social needs and creates a better way of life for the people. Promotion of technical education is an integral part of our effort for the development of human resources. The Governor said, Goa has good network of technical institutions which are expected to set the trend of engineering and technological education in the state to meet its special needs. These institutions, besides imparting basic theoretical knowledge should gear themselves to the stupendous task of moulding youths into practical technicians whose services are required by the society.

In his special address Shri Keshav Chandra, Secretary to the education suggested to introduce measures for promoting quality education. These includes increasing the number of seats at the undergraduate level, introduction of new courses and increasing seats in Goa University, establishing design schools in Goa,  setting up of autonomous colleges, extending teaching assistance and formulating schemes for visiting professors in the state.

Stressing the need to gain educational knowledge to promote self employment Secretary for Education mentioned that, the student’s community of today is fortunate to have several schemes in education sector which he pointed out needs to be derived by the students.

Earlier Shri Anil Kher who welcomed the guests briefly stressed on the motto behind organizing the educational summit 2012. Shri Kher said, when it comes to improving the quality education, there is a need to revise curriculum with benchmarking against the best in the world. Academic autonomy is also very important for better education.

Shri Shrinivas Dempo also spoke on the occasion.
