PANAJI  PS: On 12.08.2014, dead body of unknown male person age about 40-45 yrs., was found lying at near Ferry Point-Panaji. Dead body preserved at GMC Morgue Bambolim. U.D.No.59/14 u/s 174 Cr.P.C. is registered. PSI-Diago Gracias is I. O.

MAPUSA PS: Complaints on behalf of state that on 12.08.2014 at about 07.50 hrs, near Major Bakery, Madel-Tivim accused persons Somalingappa Hugar s/o Ramappa n/o Belgaum driving his Passenger bus No.KA-42-F-1360, rode the same in rash and negligent manner and when reached at near Major Bakery, Madel-Tivim dashed to oncoming Maestro Scooter no.GA-05-S-3791 which was proceeding from its opposite direction thereby causing bodily injuries to pillion rider Master Saideep Pradeep Kandolkar & sustained grievous injuries to the rider Pradeep Anant Kandolkar age-40 yrs. r/o Belavistawado-Sirsaim who later succumbed to his injuries on the spot, further accused driver flew away from the spot. Cr.No.348/14 u/s 279, 337, 304-A IPC is registered. PSI-S.L. Hunashikutti is I.O.

2) Victim lady complained that on 12.08.2014 at 14.15 hrs at Mushirwado-Colvale accused person Hanuman Mane r/o Mushirwado-Colvale criminally trespass into the house of complainant physically abused her, tooth bite of her face, threatened her with dire consequences to kill & exposed himself near the complainant, thereby insulted & outraged her modesty. Cr.No.350/14 u/s 452, 506, 325, 509, 354, 354-A, 354-B, 427, 376(2)(I) IPC is registered. PSI-R. A. Kalangutkar is I.O. 

3) Mr. Sabaji Shetye Dy. Collector & SDM Mapusa complained that on 23.04.2008 prior to 09.00 hrs at Tarwado-Colvale accused person Mahabaleshwar Halarnkar r/o Vasco who was son of deceased Rukmini Halarnkar age-90 yrs. r/o Tarwado-Colvale mentally harassed  by not calling her for her granddaughters marriage, thereby abetted her to commit suicide by jumping in river. Cr.No.351/14 u/s 306 IPC is registered. PSI-S.S. Narvekar is I.O.

PONDA PS: Mother of the minor victim girl complained that on 12.08.2014 at 11.00 hrs at near circle Dhawali bypass road-Dhawali Ponda some unknown accused person kidnapped her minor daughter age-16 yrs. from her lawful  guardianship. Cr.No.314/14 u/s 363 IPC and Sec-8 of Goa Children Act 2003 is registered. PSI-Suraj Gawas is I.O.

PORVORIM PS: Shri Uday s/o Shankar Dessai r/o Porvorim complained that on 10.08.2014 between 22.30 hrs to 23.00 hrs., at near sainik board society-Porvorim some unknown accused person commit theft of 02 batteries make Exide of KTC Bus no.GA-03-X-0235 W/rs.8,000/- which was parked in an open parking place. Cr.No.132/14 u/s 379 IPC is registered. HC-3247 is I.O.

SOUTH GOA DISTRICT

CANACONA PS: Shri Suresh B. Gaonkar Manager of Adarsh Co-Operative Credit Society Avem-Khotigao complained that between 11.08.2014 at 20.00 hrs to 08.30 hrs. of 12.08.2014, some unknown accused persons effected entry in his Co-Operative Credit Society Avem-Khotigao by digging hole to the backside branch wall and attempted to commit theft. Cr.No.66/14 u/s 457, 380 IPC is registered. ASI-Shankar Gaonkar is I.O.

VASCO PS: Victim lady complained against accused persons 1) Hassan Ismail Khan her Husband 2) Ismail Adam Khan her father in law 3) Mumtaz Ismail Khan her mother in law 4) Asar Ismail Khan 5) Hussain Ismail Khan both her brother in law all r/o Sasmolem-Baina with their common intention harassed her, abused her by subjecting her cruelty and threatened her with dire consequences thereby causing her to meet their unlawful demand for Jewelry. Cr.No.154/14 u/s 498-A, 342, 504, 506(ii), 354 r/w 34 IPC is registered. PSI Harish Gawas is I.O.

Complaints registered by NCPCR for violation of RTE Act, 2009

13/08/2014 …. The National Commission for Protection of Child Rights (NCPCR) has registered 4466 complaints/ cases till date for violation of Right to Education (RTE) Act, 2009. The NCPCR enquires into the complaints relating to the RTE and takes necessary steps for further pursuance with concerned agencies.

 

The other measures taken / being taken by the NCPCR for the propagation of the said Act include:

 

(i)                     Sensitizing workshops on child rights in coordination with the State Commissions for   Protection of Child Rights (SCPCRs) for School Management Committees (SMCs) members and teachers.

 

(ii)                   Monitoring RTE infrastructure parameters in schools situated in educationally backward   districts.

 

    (iii)      Organizing public hearings in different States to directly receive complaints for redressal of RTE  related issues.

 

NCPCR has established an online Complaints Management System (CMS) whereby complaints are registered and processed in a transparent manner.

Insurance Scheme for Anganwadi Workers

13/08/2014 … An Anganwadi Karyakartri Bima Yojana exists for the Aanganwadi workers/helpers in the country.  The Government launched the Scheme on 01.04.2004 in association with the Life Insurance Corporation of India as a welfare measure for the benefit of Anganwadi Workers (AWWs) and Anganwadi Helpers (AWHs).  The Scheme is operated through the Social Security Group Scheme of LIC.  The salient features of the Anganwadi Karyakartri BimaYojana are as under:-

 

The Scheme is applicable to all AWWs and AWHs in the age group of 18-59 years;

The premium under the Scheme is Rs.280/- per annum per member.  The breakup is as  under:-

 

(i)      Rs.100/- from Social Security Fund of LIC

(ii)    Rs.100/- by the Government of India

(iii)   Rs.80/- by the Anganwadi Worker/ Helper (additional for male critical illness of the insured member).  The premium of Rs.80/- payable by these workers towards critical illness has been waived off till 31-03-2015.

The Scheme provides the following benefits:-

 

(i)      Natural Death  Rs.30,000/-

(ii)    Accident benefit:

 

Ø      Death/ Total permanent disability  Rs.75000

Ø      Partial Permanent disability           Rs.37500

 

(iii)   Female Critical Illness (FCI) Benefits: An amount of Rs.20,000/- is payable on the diagnosis of invasive cancers (malignant tumour) manifest in specific organs.

 

(iv)  ShikshaSahayogYojana: A free add-on scholarship benefit is available for the children of AWWs and AWHs.  Scholarship of Rs.300/- per quarter for students 9th to 12 Standard (including ITI courses) is available but it is limited to two children per family.

TRANSPORT ARRANGEMENTS MADE FOR FREEDOM FIGHTERS FOR INDEPENDENCE DAY CELEBRATIONS

August 13, 2014 …. The Home Department has made necessary transport arrangements for freedom fighters to attend Independence day celebrations at Panaji and Patradevi.

 Transport arrangement has been made from “Hutatma Chowk”, Mapusa for the benefit of Freedom Fighters to attend the Independence day celebrations at Panaji.  KTC bus bearing registration No GA 03 X 0246 will leave from “Hutatma Chowk”, Mapusa at 8.00 a.m. on August 15, 2014.

 After the function at Old Secretariat, Panaji, the above bus along with another bus with registration No. GA 03 X 0308 will be parked at Ferry Wharf, near Old Secretariat, Panaji which will proceed to Patradevi.  The buses will return to Panaji with the freedom fighters after the Patradevi function at 12.30 p.m.

Comprehensive beach cleanliness project approved by the Govt. of Goa

13/08/goan beach2014 … In a landmark development, The Department of Tourism, Government of Goa has finally approved comprehensive management of cleanliness on all beaches of Goa.

~An integrated system comprising cleaning of beaches with mechanical and manual means will be implemented

~The garbage collected will be segregated into various categories before ensuring its safe disposal

~Special efforts will be made to clean the beaches soon after idol immersions, beach weddings, film shooting or any other tourism related activities

Mr. Dilip Parulekar, Tourism Minister, Govt. of Goa, said “We are happy to announce that we have taken up the initiative of cleaning beaches across the state. Cleanliness is a major concern and is the need-of-the-hour in the state and implementing this new system will be the answer to this issue which we have been facing for years.”

The North Goa stretch will be managed by M/s Bhumika Transport, Waste Handling Services, a Mumbai led consortium and the South Goa stretch will be managed by M/s Ram Engineering and Construction Company, a Mumbai led consortium.

North Goa stretch will include Keri, Arambol, Mandrem, Morjim, Vagator, Ozrant, Anjuna, Baga, Calangute, Candolim, Sinquerim, Nerul, Miramar, Caranzalem, Siridao, Bambolim. South Goa stretch will include Majorda, Baina, Bogmolo,Velsao, Arrosim, Utorda, Majorda, Betalbatim, Colva, Sernabatim, Benaulim, Zalor, Fatrade,Varca, Cavelossim, Agonda, Palolem, Patnem, Rajbag,Talpona, Galgibag.

Initially, there will be no machine cleaning. It will begin with manual cleaning. This will be an integrated system comprising cleaning of beaches with mechanical and manual means wherever necessary, giving utmost priority to environment protection and pollution control of the sand and water. Other parameters like hygiene and complete cleanliness of nearly 40 beaches across North and South Goa will also fall under this.

The garbage that is collected will be segregated into categories such as – glass and metal, paper and cardboard and other bio-degradable substances and plastic and non-recyclable waste before its safe disposal. The system will also provide well-maintained litter bins at an interval of every 100 meters for the benefit of tourists.

Special efforts will be taken to ensure that all the requirements of this scientific garbage disposal from the beaches have been met, which includes protection of live creatures, tetrapods, marine life, marine vegetation, turtle nesting sites, micro flora and micro fauna, in and around the beaches. Strict vigil and a daily reporting system will be undertaken to ensure this.

Combing of wet and dry sands of the beaches with the help of beach cleaning machines and also manually, depending on the population on the beach, will be carried out on a daily basis ensuring that the beach beds are clean, safe for barefoot walkers. Special efforts will be made to clean the beaches soon after idol immersions, beach weddings, film shooting or any other tourism related activity.

With these measures, Goa Tourism seeks to provide a clean and hassle free experience to thousands of tourists visiting the state and will further look at improving the profile of its visitors.

 

Payment of DA on Pension of Ex-Servicemen

13/08/2014 … Guidelines issued by the Department of Pension and Pensioners Welfare for payment of Dearness Relief to re-employed pensioners have been extended by this Ministry to the ex-servicemen re-employed in civil posts. These guidelines are as under:- 

• The pay of re-employed pensioners who held posts of the ranks of Commissioned Officers at the time of their retirement is fixed at the same stage as last drawn before their retirement. These pensioners are not entitled to any Dearness Relief on pension on their re-employment in civil posts. 

• The pay of re-employed pensioners who held posts below the ranks of Commissioned Officers (PBOR) at the time of their retirement is fixed at the minimum of the pay scale of the post in which they are re-employed. Such pensioners are entitled to Dearness Relief on pension on their re-employment in civil posts. 

• If the pay of re-employed pensioners who held posts, below the ranks of Commissioned Officer (PBOR) at the time of their retirement before attaining the age of 55 years, is fixed at a higher stage because of advance increments and no protection of the last pay drawn is being given, the pay is treated as fixed at a minimum of the pay scale for the purposes of ignoring the entire pension and allowing Dearness Relief on pension. 

It is expected that the aforesaid guidelines are being implemented by all banks uniformly without prejudice to the ex-servicemen category. This information was given by Defence Minister Shri Arun Jaitley in a written reply to ShriMahendra Singh Mahrain Rajya Sabha on tuesday. 

5TH EXECUTIVE MEETING OF SPECIAL FUND DSW HELD

August 13, 2014 …. The 5th Executive Committee meeting of Special fund for reconstruction and Rehabilitation of Ex-Servicemen was held in the conference of Chief Secretary at Secretariat yesterday which was Chaired by Chief Secretary Shri B. Vijayan.

The meeting was attended by Station Commander 2STC Brig. Harvijay Singh, Additional Collector North Goa Shri Swapnil Naik, Additional Collector South Goa Shri D. S. Morajkar, Commander Anup P. Keny (Retd.), Lt. Col. K. F.D’Lima (Retd.) and others.

Matters like financial assistance and handicapped grant to the old infirm non pensioner Ex-servicemen/widows and  the handicapped wards of ex-servicemen/widows having 40 percent disability, financial assistance, Scholarship and Special Scholarship cases, Medical Reimbursement and other issues were discussed at the meeting.

Medical reimbursement to the non pensioner Ex-Servicemen and their dependents has been enhanced to Rs. 25,000/- from Rs. 10,000. Decision was also taken to organize contact programme with the help both the district collectorates.

Secretary of the Department of Sainik Welfare Major Venugopal Nair  gave a presentation.

The 19th meeting of Rajya Sainik Board was also held on  under the Chairmanship of Chief Secretary Shri B. Vijayan at Secretariat, Porvorim yesterday. The meeting discussed several issues pertaining to the welfare of retired personnel in the force including army, air force and navy and with due consideration to widows, their dependants and serving soldiers’ families of the state of Goa.

The  meeting decided to hold Armed Forces Flag day on December 7. Other issues discussed are mobilization of funds. Release of souvenir, Presentation of trophies during armed forces flag day, Achievers awards, Advertisements through local radio and news channels,  It was decided to hold Blood donation camp in the first week of December.  and others issues were discussed.

As regards  patriotic song during the AFFD function, the same of well know singer  Samiksha Bhobe Kakodkar was proposed and approved by the board for  this year’s flag day function at Raj Bhavan. 

The meeting was attended by Station Commander 2STC Brig. Harvijay Singh, Commander Indirijit Singh, HQ Goa naval Area, Vasco, Shri Arun Dessai , Director Transport, Shri Menino D’Souza, Comissioner of Excise, Shri J. B.. Superintendent of Police (H.Q) Shri Vishram Borkar,  Director of Sports and Youth Affairs, Shri Yeshwant Tawade, DFES Shri A. Menon and others attended the meeting.

Secretary of the Department of Sainik Welfare Major Venugopal Nair  gave a presentation about the welfare projects and programmes concerning the Ex-servicemen and the and the issues pertaining to  them.

LIBRARIAN DAY CELEBRATED

August 13, 2014The Librarian Day was celebrated in the city today by Krishnadas Shama Goa State Central Library by organizing various activities to mark the day.  August 12th is celebrated as National Librarian’s Day in India in remembrance of national professor of Library Science, Dr. S.R. Ranganathan who had spearheaded library development in India.

 “Texts, Tomes, Treasures” book on the evolution of Goa’s Pubica Livrario by Smt. Maria Pia de Menezes Rodrigues, Ex-Curator of Central Library, Panaji was released on the occasion at the hands of Shri V.B. Hubli, Ex-Curator of Central Library, Panaji.

 Shri Hubli speaking as chief guest on the occasion stressed the need to make the library movement more vibrant by inculcating the habit of reading among the younger generation.

 Congratulating Smt. Rodrigues on her book release Shri Hubli felt that a lot more needs to be done to the library movement in the State.

 Readers of the Central Library like Dr. P. Phal Dessai, Dr. Kenkre, Dr. Celsa Pinto,Shri B. D’Cruz, Stmt. Archana Kakodkar were felicitated on the occasion.

 A motivation talk on communications & Stress Management by prominent personality and a quiz competition for participants on the topic “Events & Happening in India” was also held on the occasion.

 Shri Madhav Borkar, Ex-Director, AIR gave a brief synopsis of the book “Texts, Tomes, Treasures”.

THE INTERNATIONAL YOUTH DAY CELEBRATED IN MAPUSA

Dated: August 12, 2014 …. The International Youth Day was organized by Goa State AIDS Control Society, Panaji in collaboration with NSS unit, St. Xavier’s College of Arts, Science & Commerce, Mapusa and NSS unit, Goa University at St. Xavier’s College Mapusa today.

Minister for Health and Panchayat Shri Laxmikant Parsekar was the chief guest for the function. Other present were Dr. Vandana Patankar, Project Director, Goa State AIDS Control Society, Smt. Ursula Pinto Barreto, Vice Principal, St. Xavier’s College, Shri Pradeep Morajkar, NSS Co-ordinator, Goa University, Shri Umakant Sawant, Dy. Director (IEC), Shri Carmelitto De Souza, NSS Programme Officer, Ms. Ruella D’Souza, Red Ribbon Club Convenor.

A presentation on, ‘International Youth Day 2014’ was delivered by               Dr. Narayan Kamat Dalal, Sr. Consultant, Goa SACS.

Smt. Ursula Pinto Barreto, Vice Principal, St. Xavier’s College welcomed the guests.

Shri Laxmikant Parsekar, in his speech highlighted the importance of the day and said that the students are future citizens of the nation.  He said stress, frustration, anxiety among other factors results in committing suicide. It is therefore necessary to express our feelings with parents, teachers or share views with others to overcome such mental health problems. He also said students should take interest in others in order to get solutions.

The Minister further appealed to the students to make awareness on dreaded disease HIV/AIDS. He said students should come forward to donate blood voluntarily to save lives of others.

Dr. Vandana Patankar, Project Director, Goa State AIDS Control Society said there should not be stigma and discrimination and no children should be kept in isolation for HIV/AIDS.  She also said that people are reluctant to come forward for testing fearing that they might infected with the disease.

CM UNVEILS STATUE OF SHRI DAYANAND BANDODKAR AT ASSEMBLY COMPLEX

 Panaji: Aug 12, 2014 … The Chief Minister Shri Manohar Parrikar has said that Bhausaheb Bandodkar has done legendary work in the field of education which lead to educational revolution in Goa. He said Bhausaheb had worked tirelessly to reach education at the doorsteps of common people of Goa. 

Shri Parrikar was speaking after unveiling the life size statue of the first chief Minister of Goa late Shri Dayanand Bandodkar alias Bhausaheb Bandodkar on his death anniversary observed by the Government at Secretariat Porvorim today.

Shri Parrikar further speaking remembered the departed leader for his remarkable contribution in socio economic growth of the state.. He said Bhausaheb was a great visionary who laid down the foundation of state’sdevelopment therefore the Goa has earned accreditations in field of education and health all over. Therefore we need to emulate ideals of Bhausaheb Bandodkar. It was the dream of the Goan people to have statue here at this Secretariat has been fulfilled he opined.
