KONKAN RAILWAY TO GET 11NEW STATIONS: RAILWAY MINISTER

Panaji: June 18, 2016 …..Minister for Railways Shri Suresh Prabhu has said that, 11 new stations have been sanctioned on Konkan Railway in phase I. Kharepatan has been selected as the first station to be taken up as part of phase -1. It will benefit 70 villages from 3 talukas of Sindhudurga district and people will have to travel lesser distance to board passenger trains to Mumbai he added.

          Shri Prabhu was speaking after laying foundation stone for proposed new Kharepatan railway crossing by remote. Inaugural function via video conferencing held at Seminar Hall, Secretariat, Porvorim today. The function was organised by Konkan Railway Corporation.

          The total cost of the project is approx Rs. 15 crores.

          Chief Minister Shri Laxmikant Parsekar, Deputy Chief Minister Shri Francis D’ Souza, Speaker of Goa Legislative Assembly Shri Anant Shet and Minister for RDA Smt. Alina Saldanha and Shri Sidharth Cuncolienkar, MLA graced the occasion.

          Speaking further Shri Prabhu said, Konkan Railway will be processing another 10 stations in phase – II. Meanwhile, patch doubling from Roha to Veer has already been sanctioned and work will start very soon he added.

          Speaking on the occasion Chief Minister lauded the work of Railway Minister and said, double trekking of railway route from Karwar to Pernem may be taken on priority. He said Konkan Railway has playing vital role in the development of the state. If the attention of passengers diverted towards travelling by trains there will be lesser pressure on roads and help in reducing road accidents, he said.

          Deputy Chief Minister and Speaker also spoke on the occasion.

          Earlier Sanjay Gupta, CMD of Konkan Railway welcomed the guest.

VALIDITY OF SCHEME FOR BESTOWING BENEFITS TO CHILDREN OF FREEDOM FIGHTERS

Panaji: June 17, 2016 …. The Government of Goa has extended the validity of the scheme  for providing employment in Government to the children of freedom fighters as announced in the Budget Speech 2013-14 as per clause 7 of the Principal Notification for a further period of two years with effect from March 1, 2015. As per the Principal notification the Scheme was valid upto February 28, 2015.

The continuity of the scheme was essential to bestow the benefits under the scheme to children of freedom fighters registered with the Home Department.

As the Scheme is devised for the Children of Freedom Fighters. The Government of Goa decided to accept belated applications subject to the conditions as mentioned below.

Application for providing Employment for Children of Freedom Fighters may be accepted after the due date, The belated application received after the due date for providing Employment for Children of freedom fighters would be covered or considered only after the present applications are disposed off by the Home Department(General), Secretariat, Porvorim- Goa.

The belated applications for Employment of Children of Freedom fighters after due date would not bestow any right for granting employment or seniority. No further extension in validity of the scheme will be granted. As such any applications remain pending/ unprocessed etc during the validity period shall be deemed to be rejected without any further  notice/intimation.

CM TO INAUGURATE FREEDOM FIGHTERS GALLERY at Reis Magos Fort

Panaji, June 16, 2016 … Chief Minister Shri Laxmikant Parsekar will inaugurate ‘Freedom Fighters Gallery’ in the distinguished presence of Minister for Archives and Archeology Shri Dayanand Mandrekar on June 18 at 11 a.m. at Reis Magos Fort.

          The Directorate of Archives and   Archeology and Reis Magos Heritage Society has put up a gallery at Reis Magos Fort to commemorate the saga of Goa’s liberation movement highlighting the contribution of Freedom fighters who were impriosoned at Reis Magos Fort.

          Reis Magos Fort served as living testimony of Goa’s Liberation struggle wherein many freedom fighters suffered rigorous imprisonment in the fort. It stood as the witness of transition from Portuguese colonial yoke to Goa Liberation. Several incidences related to Goa’s liberation are noteworthy

BE SENSITIVE TO PERSON WITH DISABILITY- COMMISSIONER

 Panaji: June 15, 2016 … The Office of the Commissioner for the Person with Disabilities on June 13, 2016 conducted an awareness/ Sensitization programme for parking lot attendants, to secure the notified disabled parking lots for the disabled persons, which are invariably occupied by general public.

The C.C.P, The Traffic Police, the Contractor with his team of attendants, Mr. Avelino D’sa  of  DRAG, Mr. Raj Vaidhya working in disability sector were roped in. The training was conducted by Ms. Monica   Chaturvedi.

The Commissioner has appealed to the General Public to be sensitive to Person with disabilities and not to park in places reserved for them.

WORLD BLOOD DONOR DAY OBSERVED IN GOA

Panaji: June 14, 2016 …. The World Blood Donor Day was observed in the State as in other parts of the Country. The theme for this year is “Blood Connects us All.”

The Secretary (Health) Shri Sudhir Mahajan was the chief guest at the State level function organized by the Goa State AIDS Control Society and Goa State Blood Transfusion Council in the Seminar Hall, Secretariat, Porvorim, today.

 Dr. Digamber Naik, Chairperson of Core Committee of Goa State AIDS Control Society and Dr. Sanjeev Dalvi, Director of Health Services, Dr. Pradeep Naik, Dean, GMC, Dr. Jose D’Sa, Project Director, Goa SACS and Shri Umakant Sawant, DD (IFC) Goa SACS were present.

 Speaking on the occasion the Secretary, Shri Mahajan highlighted the importance of blood donation and stressed the need for create greater awareness about blood donation among the people, particularly the youths so that those willing to donate blood can come forward to donate blood regularly, so that lives of needy patients can be saved.

Rear group blood donors Dr. Sanjeev Dalvi, Shri Atul Paidarkar, Shri Vinson Pinto, Shri Welington Monteiro and Shri Ranjeet Waikar were felicitated at the hands of Secretary.

Dr. Jose D’ Sa, Project Director, Goa SACS welcomed the gathering.   Shri Umakant Sawant, Dy. Director, Goa SACS proposed vote of thanks. Smt. Sunita Arudra compered the function.

PC-PNDT ADVISORY COMMITTEE MEETING HELD

Panaji: June 13, 2016 …. The Advisory Committee of PC-PNDT has stressed the need to initiate stringent action against those clinics operating without valid registration and constantly violating PC-PNDT rules.

The PC-PNDT meeting held under the Chairmanship of Shri Swapnil Naik, Collector South Goa in the Conference hall, Mathany Saldanha Administrative complex, Collectorate, South Goa, Margao discussed and reviewed various measures to make people aware of PC-PNDT Act and to conduct site inspections of registered Genetic Laboratories including USG clinics for effective implementation of  PC-PNDT Act recently.

During the course of discussion at the meeting , new Genetic registrations, renewal intimation of  USG machines purchased, installation, change of address of  clinics, quarterly inspection were also discussed to initiate necessary action if required.

The meeting was attended by Shri Jeetendra Bugde, Mamlatdar, Dr. Ira Almeida, Chairperson of Advisory Committee, Dr. Deepak Dhond, Vice- Chairperson and Dr. Yuri  Egipsy, Sr. Gynecologist.

HARBANDORA BLOCK LEVEL ENFORCEMENT SQUAD FOR COTPA RECONSTITUTED

The District Magistrate South Goa has reconstituted the Enforcement Squads of  Dharbandora Taluka for enforcing the effective implementation of the illicit drug/ Cigrattes and Other Tobacco Products( Prohibition of Advertisement and Regulation of Trade Commerce, Production, Supply and Distribution) Act, 2003 in South Goa District for entire Dharbandora taluka.

The Enforcement Squads team consists of Mamlatdar/Jt. Mamlatdar and Executive Magistrate, PSI, attached to concern Police Station , Sanitary Inspector of Health Centre’s and Member of NGO (GOACAN)

10th AGRICULTURE CENSUS FROM JUNE 13

Panaji: June 11, 2016 … The Directorate of  Planning , Statistics and Evaluation, Government of Goa, is the Nodal Agency for conducting Agriculture Census in the State of Goa. The 10th Agriculture Census 2015-16 will be commencing from July 2016 with the reference year 2015-16.

A pilot survey is being conducted from June 13, 2016 in two villages i.e Amona, Bicholim, Taluka, North Goa and Nuvem in Salcete Taluka, South Goa.

Enumerators appointed for the task will be visiting the operational holders in the aforesaid villages to gather related data. The general public is therefore requested to co-operate with the enumerators in dispensing the requisite information.

CM HANDS OVER LAPTOPS, CAMERAS TO JOURNALISTS

June 10, 2016 … Chief Minister,  Shri Laxmikant Parsekar said that Press is the fourth pillar of democracy and in this technological era press should be well conversant with new modern technology while collecting information.

Shri Parsekar was speaking after distributing laptop and Cameras to the Journalist under the Laptop and Camera Scheme of the Department of Information and Publicity. The function was organized by Department of Information and Publicity at Secretariat Porvorim today.

Speaking further Shri Parsekar said that the  Government is  working for the progress and welfare of every person in the state and Journalists are  one of among them. He said for the welfare of Journalist Government has decided to amend Patrakar Kridyanatha Nidhi in which the Journalist will get Rs 5 lakhs after sudden death or if any permanent disability.

Shri Parsekar announced that the Government will bear the installment amount of Pension Scheme from this year in which earlier Journalist has pay life time installment for the benefit of the scheme.

Shri Daulat Hawaldar, Secretary Information and Publicity was  also present on the occasion.

Director, Information and Publicity Shri Jayant Tari in his welcome address said that the Department will take utmost care of Journalist by implementing various schemes for the welfare of the Journalist.

SUPREME COURT APPROVES CENTRE’S GUIDELINES  TO PROTECT GOOD SAMARITANS

 June 9, 2016 …. The Supreme Court has approved the Centre’s guidelines to protect Good Samaritans, who help road accident victims, from being unnecessarily harassed by police or any other authority. In an order passed in March this year, a bench comprising justices V Gopala Gowda and Arun Mishra asked the Central government to give wide publicity to these guidelines so that people who help others in the time of distress are not victimized by any authority.

The bench also took on record the guidelines placed by the Ministry of Road Transport and Highways which were based on the recommendations of the three-member committee headed by former judge K S Radhakrishnan.

The committee, also comprising Former Secretary of Road Transport Ministry S Sundar and Nishi Mittal, ex-chief scientist, had given 12 major recommendations including setting up of State Road Safety Councils, evolving a protocol for identification of black spots, their removal and monitoring to see the effectiveness of the action taken.

The apex court-appointed committee had also suggested strengthening of enforcement relating to drunken driving, over-speeding, red light jumping and helmet or seat belt laws.

The Ministry had said in a statement that in the absence of any statutory backing, it was proving difficult to enforce these guidelines and therefore the government had approached the apex court to consider issuing these guidelines, through an order binding on all states and Union Territories, until the Union government enacts a law to this effect. The court had in 2014 appointed the three-member committee to monitor steps taken by the Centre and state governments to ensure road safety.

No criminal or civil liability will accrue to Samaritans, who cannot be detained at the hospital or asked to pay for the injured patient’s admission or treatment unless they are relatives, the bench of Justices V. Gopala Gowda and Arun Misra said.

A bystander who calls the police or emergency services, or a Samaritan who takes the victim to hospital, cannot be forced to reveal his name or other details. He can be questioned by police or examined during trial just once, with video-conferencing an option.

Highlights of the guidelines that the Supreme Court. A bystander/good Samaritan/eyewitness who takes a road accident victim to the nearest hospital should be allowed to leave immediately, without any question asked except about his address. • No hospital, private or public, can detain the Samaritan or demand payment for registration/admission unless he is a relative of the victim and the injured needs immediate treatment.• Every hospital must put up a charter in Hindi, English and the state’s vernacular language at its entrance saying it will not detain a Samaritan or ask him to deposit money.• Authorities must act against any hospital that fails to comply with these guidelines. • A doctor’s lack of response in a road accident-related emergency will constitute “professional misconduct”.

Police and the Law:• A Samaritan will not be subject to any civil or criminal liability. A bystander who calls to inform the police or emergency services about a road accident victim must not be forced to reveal his name or any other personal details on the phone or in person.• For the Samaritan, providing his name or contact details — even on the “medico-legal case form” provided by hospitals — should be optional.• Governments must take disciplinary/departmental action against officials who coerce or intimidate a Samaritan to reveal his name or other details.• If a Samaritan has voluntarily said he is an eyewitness to the accident and if he needs to be questioned for the purpose of investigation or during trial, he will be examined just once. The use of video-conferencing may prevent inconvenience and harassment.• States should develop standard operating procedures within 30 days to ensure that Samaritans are not harassed or intimidated.
