MUNICIPALITIES NEED TO BE SELF SUFFICIENT: D’SOUZA

Panaji:  July 22, 2016 … Dy. Chief Minister, Shri Francis D’Souza advocated the need for Municipalities to be self-sufficient, being independent bodies and asserted the need to have people friendly system like online payment to make it easy and simple for people to effect payments.

 The Dy. Chief Minister was speaking at the distribution of Tata Ace Hopper Tippers to all the Municipalities for collection of garbage under Swacch Bharat Nital Goem Mission through GSUDA at Margao yesterday.  In all 43 Hopper Tippers to all the municipalities based on their needs.

 Speaking further, Shri D’ Souza informed that the new Municipality Act will replace the existing one which will be tabled in the forthcoming Monsoon Session. The new Act will have Ward-wise Citizen Monitoring Committee.  These committees will recommend the nature of work that needs to be taken up in their respective wards.  This will only be recommendatory committees, he added. 

 Revenue generation is a big issue Most of the Municipalities are not doing enough on the front of revenue collection.  They need to atleast send notices to sensitize people to make the payments, he remarked.

 Shri D’Souza also suggested that the Municipalities of the District get together to exchange ideas and views.  This will help to implement the best practices in their respective Municipalities, he remarked.

 The Dy. Chief Minister said “Garbage is a universal problem and has to be deat it with our hearts.  Segregation and scientific disposal of the garbage has to be ensured to achieve success”,

 Director of Municipal Administration and Member Secretary GSUDA, Shri Elvis Gomes informing the Municipalities that Government has been providing all the logistics to achieve success in the Swacch Bharat Nital Goem Mission urged to take up the challenge jointly to achieve the desired goal.

 Chairperson, Margao Municipal Council, Smt. Babita Angle Prabhudessai and the Territory Manager, Tata Motors, Shri Swapnil also spoke on the occasion.  The function was attended by Chairpersons, Vice-Chairpersons, Councillors and Chief Officers of all the Municipalities.

 Shri J. Hossamani, Chief Project Engineer, GSUDA proposed the vote of thanks.

SECTION 144 DURING ASSEMBLY SESSION

Panaji: July 21, 2016 … District Magistrate, North Goa has prohibited the assembly and gathering of five or more persons and taking out or organizing of  processions, The carrying of firearms or weapons of offences such as lathis, swords, daggers or spears,

The use of loudspeakers, The shouting of slogans and Burning of fire crackers near the petrol pumps and at the venues of meetings  in  any public place, street, road square, thoroughfare, by-lane or in any open space within the radius of 500 meters around the Assembly Complex at Porvorim and the area under the jurisdiction of Panaji Police Station.

The District Magistrate has further directed that the above restriction shall not apply to public servants on duty and to bonafide marriage or funeral processions or any special occasion or occasion which in the opinion of the District Magistrate/Additional District Magistrate/Sub-Divisional Magistrates, are genuine and for which prior permission in writing have been be obtained from the District Magistrate/Additional District Magistrate or the Sub-Divisional Magistrate concerned.

This order will come into force w.e.f 9.00 a.m  of July 25, 2016 and will remain in force till the Assembly Session is over.

CM FLAGS OFF 69 MOTORCYCLES TO GOA POLICE

Panaji: July 21, 2016 …. Chief Minister Shri Laxmikant Parsekar flagged off 68 motorcycles for different sections of Goa Police Department at Altinho recently.

Inspector General of Police Shri Sunil Garg, DIG Shri Vimal Gupta and other senior officers were present.

Under the State Modernization Scheme an Amount of Rs. 32,69082/- was sanctioned in the year 2016 towards the purchase of 69 nos. of motorcycle and the same has been purchased by the Police Department and allotted to:-

20 Motor Cycles have been allotted to the North District Police Stations, 19 Nos. of Motor Cycles have been allotted to the South District Police Stations, 10 Nos. of Motor Cycles have been allotted to the Traffic Cell, 5 Nos. of Motor Cycles have been allotted to the Special Branch and 14 Nos of Motor Cycles have been  allotted to the Coastal Security Police Stations and other Units.

The Motor Cycles are allotted to strengthen the existing mobility in order to maintain Law and Order, Beat System, Traffic duties, collection of intelligence, tenant  verification, passport verification etc.

Besides above there is a proposal of 71 number of new vehicles (43 four wheelers and 28 two wheelers) against condemnation is under consideration and soon same number of vehicles will be purchased by the Department in order to strengthen the mobility.

Chief Minister said, Safety is the priority of the Government and these motorcycles will help Police mobility in connection with the tenant verification  and other law and order matters.

CM WRITES PRIME MINSTER ON INTERSTATE RIVER WATER MAHADAYI DISPUTE

Panaji: July 20, 2016 … Chief Minister Shri Laxmikant Parsekar in a letter addressed to Prime Minister of India Shri Narendra Modi has pointed out that the permission granted to Advocate General Shri Atmaram Nadkarni to represent state of Goa is in larger public and national interest and the outbursts of the disgraced and disgruntled elements ought to be simply ignored in the ongoing interstate river water Mahadayi dispute pending adjudication before tribunal.

The Chief Minister has also requested the Prime Minister to direct the MOEF to ensure declaration of at least 10 Kms Eco Sensitive Zone in an around Mahadayi wild life sanctuary on Karnatakas side including in Bhimgad Sanctuary wherein the river Mahadayi originates.

The Chief Minster has drawn the attention of Prime Minister to the ongoing massive destruction of Western Ghats by neighboring state of Karnataka and massive violations of Environment Protection Act, Wild life Protection Act.

NOTICE TO CYBER CAFES

Panaji: July 19, 2016 …. District Magistrate, North Goa, has ordered for strict compliance to the owners of Cyber Cafes in the entire North Goa District.

The owner of the Cyber Café shall prohibit the use of Cyber Café by unknown person and whose identity has not been established by the owner of the café, ordered to maintain a register for identity of the visitor/user. He /she shall get an entry in the handwriting of the visitor/user mentioning name, address, telephone number and identity proof. The visitor/user shall also sign the register kept for this purpose.

The identity of the user shall be established through Government Identity Card only, like Voter Card, Driving License, Smart Card, Passport. Activity server log should be preserved in the main server and its record should be preserved for at least six months.

If any activity of the visitor is of suspicious nature, the owner of Cyber Café shall immediately inform the nearest Police Station and the Police Control Room (P.C.R) and CCTV camera shall be installed by the owner at the entry point of each cyber café.

This order shall come into force w.e.f. July 18, 2016 and shall be effective for a period of 60 days that is upto September 15, 2016 (both days inclusive) unless withdrawn earlier.

DISTRICT MAGISTRATE PROHIBITS NGA’S FROM LAUNCHING DRONES

Panaji: July 19, 2016 … District Magistrate, North Goa, has prohibited all the Non- Governmental Agencies, Organizations and individuals from launching UAS/UAVs or Drones in Indian Civil Airspace within the jurisdiction of North Goa District, without prior permission from the Office of the District Magistrate North Goa.

This Order shall come into force with effect from July 18, 2016 and will remain in force for a period of 60 days i.e up to September 15, 2016 unless withdrawn earlier.

NOTICE TO HOTELIERS AND BUILDING OWNERS

Panaji: July 19, 2016 … District Magistrate, North Goa, has ordered that, the owners of the houses, buildings, flats and other residential accommodation and the owners/management of all hotels, lodging and boarding, private guest houses, paying guest accommodation of religious bodies in the whole of North Goa District should verify the bonafides of the persons through their proof of identity such as Election Card, Driving License, Aadhar Card, Passport etc.

It is also ordered to fill in the Tenant/Visitor/Guest Verification form in respect of their Tenants/Visitors/Guests before such persons are allowed to reside/stay in their premises and furnish the same to local Police Station for further verification and record.

The order will also apply to the owners of such premises who have so far not furnished the verification forms in respect of their Tenants/Visitors/Guests who are already occupying their premises

This order shall come into force w.e.f. July 18, 2016 and will be effective for a period of 60 days that is up to September 15, 2016 (both days inclusive) unless withdrawn earlier.

SANJAY HIGHER SECONDARY TO FELICITATE STUDENTS

The Higher Secondary students of Sanjay Higher Secondary Centre for Special Education have once again secured 100% results.

The Principal Dr. Anyssia Viegas, will address the function.

The PTA Chairman Mr. Johnny Silvera will propose vote of thanks.

The Chief Guest will felicitate the children. He will also hand over the appraisal reports to the students.

INTENSIFIED DIARRHOEA CONTROL FORTNIGHT FROM JULY 19

Panaji: July 18, 2016 … The Directorate of Health Services, State Family Welfare Bureau Panaji has organised the State level function on Intensified Diarrhoea Control Fortnight in coordination with Community Health Centre, Pernem at   on July 19,2016 at Harmal Pachakroshi Higher Secondary School, Harmal- Pernem- Goa at 11.00 am

Dy. Chief Minister/ Minister for Health, Shri. Francis D’souza will grace the function as a chief guest and Shri. Sudhir Mahajan, Secretary(Health) will be the guest  of honour.

  Overall 300 participants including students, Anganwadi workers, teachers health staff and general public will participate in the function.

ASSISTANCE TO INDUSTRIAL WORKERS

Panaji: July 17, 2016 …. Goa Labour Welfare Board is extending the benefits of the schemes to the Industrial Workers in Goa. Accordingly the Board proposes to continue to extend similar Assistance/Benefits to the eligible Industrial Workers in the state.

The workers who have put in more than 6 months continuous service and whose pay does not exceed Rs.20, 000/- per month, will be eligible.

 Those Industrial Workers, employees who are desirous of availing the benefits of the scheme may apply through their employers to the office of the Secretary, Goa Labour Welfare Board, Shrama Shakti Bhavan, 4th floor, Patto Plaza, Panaji – Goa.
