CLOSURE OF LIQUOR SHOPS FROM FEB, 2 TO FEB, 5AND ON MARCH, 11

Panaji: January 27, 2016 …. District Magistrate, North  Goa District, sub section (1) of  section 144 of Code of Criminal Procedure,1973 read with section 29A of the  Goa Excise Duty Act, 1964 ordered that all the licensed premises “for the sale of liquor” shall remain closed from 5.00 p.m of February 2, 2017 till 12.00 p.m of February 5, 2017 and on March 11, 2017 in view of polling and counting of votes for  General Election to the Goa Legislative Assembly, 2017.

 Further the licensed premises having license for Bar and Restaurant are allowed  to keep the Restaurant open for serving food only and the Bar counter shall be closed and no liquor shall be allowed to be served on the above mentioned days and time.  the owners of the licensed premises having Bar and Restaurant shall  display a board in the premises stating that no liquor will be served on the said days and time and that  only the Restaurant is open for serving food.

 Order issued stated that, failure to comply with this order shall result in the cancellation of  licences and the owner or offender shall be liable for penal action under section  188 of  Indian Penal Code, section 30 of the Excise Duty Act, 1964 and other relevant provisions of laws in force.

Panaji : January 26, 2017 …. Governor of Goa Dr (Smt) Mridula Sinha has urged Goans to practice and follow the principles laid down in the constitution of India. The Governor was speaking at the State level function of 68th Republic Day held at Athletic Stadium, Bambolim today.

Dr. Sinha  further said  “ It is equally important for every citizen to honour fundamental freedom and duties. Perform your duties to get your right”. and mentioned that this could be the mantra for all the citizens.

 The function was graced by Chief  Minister  Shri Laxmikant Parsekar, Union Minister  of State for  AYUSH  Shri Shripad Naik, Leader of opposition  Shri Pratapsing Rane, Chief Secretary Shri Dharmendra Sharma, Secretaries to Government, Personnel of Defence forces, Judges of High Court and Senior Civil Servants and freedom fighters.

 Speaking further the Governor said,  `it is great pride and happiness that following the constitution in the last sixty-six years our country has become a powerful country and we are in the fraternity of strong countries in the world. Foreign rule had made our country poor, uneducated, weak in social and economic structure and lack of required resources. Our country had the most important step to improve the minimum resources and agriculture. As agriculture is the most important pillar of our economy. We have fought over many problems and weaknesses to make our country united to face the problems of the present and find solution to them to realise a golden future. Thus united spirit of our country gives us courage to fight internal and external problems of our cultural and moral fabric of our country. Over the period of decades there is tremendous investment towards implementing developmental policies but we cannot neglect that still there are millions of poor, illiterate, sick and suffered people are not yet become partners on the path of progress`.

 The Governor further said that `Republic Day reminds us to do a lot for the people in our democratic country. We have to understand the principles and aspirations mentioned in our constitution and bring them into practice to herald in a spirit of oneness. `

She said, “we need to remember the Defence forces and their valour. National security is the most vital need. Our Defence forces have been totally committed to protect our freedom and regional solidarity. Our Security forces need to be more committed than before in their duties and responsibilities in the changed security climate. National Defence Forces will leave no stone unturned to safeguard the regional unity, integrity and the Indian ethos. We have to help the retired personnel from Defence Forces and also take care of them.“

 The Governor further stated that, Civil Servants plays a pivotal role. `In this age of development, our administrative structure have to face the challenges positively and in vigilant manner` She stressed.  It is the need of the hour that  Civil Servants  reach out to the masses to understand their problems and come up with the policies based on those problems. The Government has to take new measures to give a good quality service to the people. At the same them our national priorities and public aspirations have to met, Governor mentioned.

 The Governor further said that the country is trapped with economic scams, crimes, illegalities and irregular dealings which has to be got with the help of people and technology.

 Referring to Goa the Governor stated that Goa has made progress in each and every field inspite of joining the  Indian union fourteen years after the  Independence of the country, it has been a model peaceful co-existence and development oriented state.

 goa is a popular tourism destination at national and international levels. It has also  become  a popular  destination for national and international events with all infrastructure facilities. Goa has successfully hosted many national events and also international programme like Defence Expo, BRICS Summit and International Film Festival. We have to keep the spirit of hosting such events at all times`, she said.

On arrival the Governor was received by Chief Minister Shri Laxmikant Parsekar. The Governor later unfurled the National Flag , took the National Salute and reviewed the parade.

NATIONAL VOTERS DAY CELEBRATED BY SOUTH DISTRICT COLLECTORATE

         Shri. Swapnil Naik, DEO, South Goa District welcoming the gathering said that the thrust and focus is to target the youth in the age group of 18 to 19.  He informed that intension behind celebrating National Voters Day is to ensure maximum participation of the voters in the whole process of democracy.технология устройства кровли из металлочерепицы.

This day is celebrated to spread the message of ethical voting and to enrol more voters he said. More than 18,000 new voters have been enrolled from age category of 18 to 19 from South Goa District and it’s a great success which the election machinery has achieved, he maintained.

Election Icons nominated by CEO, Shri Damodar Mauzo, Shri Minguel Fernandes, Shri Vijaykumar Naik, Smt. Sonia Rodrigues, Shri Aryan Khedekar, Smt. Zubin D’cruz, Smt. Tansi Kirtani, Kum. Bhakti Kulkarni and others were honoured on this occasion.

COMMITTEE FORMED TO SCREEN ARM LICENSES

Panaji: Dated: January 6, 2017 …  The  District Magistrate North Goa in a order issued constituted  a committee to screen the cases of  arm license holders who have not deposited their weapons in the police  custody by due date and to examine all the requests of arm license holders for exempting them from deposing their weapons with the police. The Committee  comprises of the District Magistrate  and District Election  Officer as a Chairman,  the Superintendent of Police(North) as a Member and the Additional District Magistrate –I, North as a Member Secretary.

            Earlier to this District Magistrate prohibited the carrying of all types of arms, fire arms, ammunition lethal weapons, in any  public place, street, road squares, through  fare, by lanes or in any open place in entire North Goa District. Till the election process is over. And all the arms license holders in the North  Goa District were directed to deposit their fire  arms at the nearest police stations of their  respective jurisdiction and in no case after January 6, 2017.

ILLEGAL GRATIFICATION DEPOSITED/COLLECTED IN SELF HELP GROUP ACCOUNTS

Panaji : January 5, 2017 ….. The District Rural Development Agency, North Goa  in a press note issued stated that the General Elections of the Goa State Legislative Assembly are scheduled in the month of February, 2017 and the Model Code of Conduct is in force since January 4, 2017.

         During this period there is a possibility that the Self Help Groups/NGOs could be made conduits by Political Parties/Candidates for distribution of money/materials in cash or kind thereby indulging in large scale malpractices which is a punishable offence under IPC and R.P. Act. Therefore, it is strictly urged upon all the members of Self Help Groups under District Rural Development Agency, North and South Goa, not to get influenced in acts of receiving any illegal gratification through any mode prior to the enforcement of the Model Code of Conduct till the completion to the entire Election process to have a free and fair Election.

In case of any violations of the above instructions by any of the SHGs action deemed fit will be initiated under the relevant provisions of Representation of People Act 1951 and Indian Penal Code respectively against the erring SHGs. In addition to this all the benefits to the SHGs under National Rural Livelihoods Mission Scheme will also be suspended for a further period to be decided by the appropriate authorities.

GOA LEGISLATOR’S DAY ON JAN. 9

Panaji : January 5, 2017 …. The Goa Legislators’ Forum of MLAs, MPs, Ex- MLAs and Ex-MPs will celebrate the “Goa Legislators’ Day” on January 9, 2017 at the Goa Legislative Assembly Secretariat from 9.30 a.m. onwards.

          The function will be addressed by the dignitaries. After the addresses/speeches, an open forum will be held wherein all the Ministers, MLAs, MPs, Ex – MLAs and Ex-MPs will participate in the programme organised by Goa Legislators’ Forum.

          All the members of the Goa Legislative Assembly including Ministers, MPs, Ex-MLAs, Ex-MPs are invited to attend the function.

ELECTIONS IN THE STATE ON FEB 1 TARGET OF 90% VOTER TURNOUT SET FOR SOUTH DISTRICT CONTROL ROOMS SET UP AT DISTRICT LEVEL

Panaji:  January 4, 2016 …. The General Assembly Elections to the State of Goa has been announced to be held on February 4, 2017 with the result scheduled on March 11, 2017 and the Model Code of Conduct has come into force with immediate effect.

 Shri Swapnil Naik, Collector and District Election Officer, South Goa District, Margao addressing the media officials at the Collectorate today informed that the elections machinery for which various arrangements were already underway have been made operational.  It will be ensured that the banners/posters displayed at all locations will be removed within 24 hours which are on private property and no banners/posters will be allowed even on private property, he said.

 Shri Naik said 848 Polling Stations in the South Goa District will be manned by 4240 staff requisitioned and trained for conducting free, fair and transparent elections.  A target of having 90% voter turnout have been set for the forthcoming elections for which all out efforts to educate and motivate the voters were and are being made through SVEEP activities conducted in the entire district and more particularly at various  colleges, streets, market places, etc

 He pointed that fifty Flying Squad teams consisting of 150 officials and eleven Static Surveillance Teams consisting of 33 officers and armed police personnel covering entire district have been set up for effective monitoring and surveillance. Two flying squads teams per constituencies have been formed, he added.

 The Control Rooms at District and Taluka level have been set to address all complaints. Complaints at the District Control Room and for Salcete taluka can be made on 2794100; Ponda – 2312121; Dharbandora – 2614111; Mormugao – 2513014;  Canacona – 2643329 and Quepem on 2662228.

 21 Video Surveillance team consisting of 21 officers; 95 sector officers covering 848 polling stations; 21 teams of accounting and Video Viewing and 21 Assistant Expenditure Observer are appointed to monitor any wrongdoings during the elections period.   He urged the political parties and the candidates not to have rallies and meetings etc without prior permission of the concerned authorities.

 Shri Naik also maintained that the sale of goods like mobile phone, refrigerators, two wheelers including sale of alcohol will be monitored till the election process is over.

 Shri Shekhar Prabhudessai, Supdt. Of Police, South Goa District appealed to the arm license holders to deposit their arms by January 6, 2017 excluding the people who are exempted to do so.  He informed that out of 1998 arms in the District only 1305 have been deposited.
