GOA LEGISLATIVE ASSEMBLY TO PROVIDE ONLINE SYSTEM TO MLAS AND STAFF

Panaji, Jasmb 2uly 19, 2014 … Speaker  Shri Rajendra Arlekar has  relied his vision to make the Goa  Legislative Assembly the first in India to provide a fully online system to its MLAs  and staff. More than 50 percent of the MLA questions are now being submitted to the  Assembly completely  online, and that percentage is rising every day. The aim is to achieve 100 percent paperless operation as soon as possible.

The project  consists of four modules. The first module allows MLAs to submit questions online using a two step authentication process to ensure  security. The second manages the workflow of the Legislative Assembly so the staff can efficiently  process the questions. The third is an answer module where Government  Departments can upload the answers, while the fourth is a Public module that can be used by the  press and  any web user to quickly search  the  Assembly  Question Archive.

Speaker had mandated that the system should be extremely  user friendly so that even first  time computer users would feel comfortable with it. So far the response  from the MLAs and staff using the application has been very positive.

The project was developed in-house by the Department of Information Technology, Goa, using state of the art Open Source tools. Open Source  Technologies provide a secure, vendor, neutral and completely transparent  development environment that is strongly recommended for Government use.

The  system has been designed  to run on a cloud platform that can save crores of rupees in  hardware and software costs. The DOIT team consisting  of Manager (Technical) Shri Amit Tamba and Software Engineers, Shri Rahul Prabhu, Ms. Anuradha Kamat and Shri Deepak  Raikar have developed  the application following the latest Agile development  methodology.

The Goa Legislature Secretariat team consisted comprising Engineers  Shri Dilip  Shivrekar, Ms. Tahseena Inamdar, Ms. Poonam Kanekar and Shri Sarthak Naik.

To ensure  a flawless transition from paper to digital, the monsoon session of  the Assembly will continue to use paper as a backup to the  e-Assembly  workflow, however the same will soon be phased out. The Speaker personally  supervised the implementation of the paperless system and encouraged the GLA staff  to adopt the same. Several additional modules, including one for Ministers are being  planned for the next Session, alongwith user interface and security enhancements.

OLD GOA PSShri Dattacharan Powar r/o Near Govekar Bar-Merces complained that on 18.07.2014 at 10.30 hrs. Speaking to goanreporter mr deshprabhu said though that he had no altercation of any nature with the present gpcc president he was happy that he was relieved of the responsibility as a convener of the disciplinary action committee as nothing was coming in front of the disciplinary action committee members and nothing too had come on the table to discuss on further action to take on certain leaders in a judicious way …

Deshprabhu wonder to know as whether it was a predetermined mind to expel some people from the congress party as he stated that on two occasion when he had asked about the committee matters gpcc president had asked him to be patient and that he was never informed about any steps taken which left him to wonder whether it was a predetermined mind to expel some people from the congress party

Raising doubts on the present functioning of the state congress party deshprabhu said that the manner the party was presently progressing he had a doubt in his mind whether the party would generate that kind of steam that was required to strengthen the party as its own leaders were trying to deplete the strength by accusing its own people where in its own party office was used to accuse the tallest leader of the party which he seemed like hitting the congress party at its very root and therefore asked people to make a choice over the congress party

On asked about his views of the party trying to accommodate young brigade in to the congress party Deshprabhu said that though he was happy that gpcc was trying to accommodate youth brigade in to the party fold but raised questions as whether the same youths was evaluated as one of the youth member’s brother was related to bjp or shiv-sena while ones husband was related to bjp …

 

International Maritime Organisation Commends Indian Coast Guard Officer for Bravery

A subordinate Officer of the Indian Coast Guard, Uttam Adhikari Mahavir Singh has been commended by the International Maritime Organisation for display of exceptional bravery at sea while assisting in the firefighting operations on board merchant vessel Mol comfort, thus avoiding a pollution incident.

 Mahavir Singh also upheld the finest traditions of Coast Guard by evacuating an injured crew member from Shipping Corporation of India, Tug Urja which was towing M/V Mol Comfort, further, without any regard to his personal wellbeing the Coast Guard officer rescued two fellow crew members who were thrown into the sea by violent waves from the inflatable boat of ICGS Samudra Prahri which was engaged in the firefighting operation. This is the first ever bravery commendation received by any Indian mariner from United Nations subsidiary, IMO.

Last year on 17 June, merchant vessel Mol comfort, whilst enroute from Singapore to Jeddah, was experiencing flooding onboard due to a crack in her hull. Subsequently the ship broke in two parts and both parts were reported to be adrift. ICG took over the operation in deep Arabian Sea at about 900 kms away from Indian coast. Several Coast Guard ships and aircraft were deployed for rescue mission, firefighting and environment protection.

Since inception the Indian Coast Guard has saved 6402 lives and conducted 3687 ship and air sorties for Search and Rescue Operations.

 

Ministry of HRD Expressesconcern on the issue of Safety and Security of Children within School

18/07/2014 …. The Ministry of HRD today has expressed deep concern about the safety and security of children within school in view of media reports of molestation of a child inside a Bangalore school.

In this context the Secretary (School Education), Government of India spoke to the Chief Secretary, Government of Karnataka regarding the incidence and the action taken by the Karnataka Government.

 Karnataka has also been requested to send a detailed report as to how the school failed to honour the requirements of safety and security of children within school- one of the critical responsibilities of school management, especially in light of provisions of RTE Act and the Guidelines of Ministry of HRD which lay down the role of school management in this regard. These are in addition to the provisions of the POSCO Act and various Supreme Court guidelines on this matter.

 The Ministry awaits the details of the urgent action taken by the Karnataka Government in this matter.

Extra trip for Ganpati Special Train on Konkan Railway

 18/07/2014 …. The Konkan Railway Corporation in coordination with Central Railway, has decided to run one additional trip of train No. 01041/01042 Mumbai CST to Karmali and back,  on its route to clear extra rush of passengers during Ganpati Festival.

 Train No. 01041 CSTM-Karmali special train will now have an additional trip on 13.09.2014 and Train No. 01042 Karmali-CSTM special train will have an additional trip on 14.09.2014.   Passengers travelling on this route can avail the benefits of the same.

Anti-Retroviral Treatment for HIV/ AIDS Patients

18/07/2014 … All people living with HIV/AIDS in the country can access free Anti-Retroviral Treatment (ART) through 432 Anti-Retroviral Therapy Centres, and 870 Link Anti- Retroviral Therapy Centres. As of May 2014, a total of 777,485 patients are receiving free first line anti-retroviral therapy and 9333 patients are receiving free second line anti-retroviral therapy in the country.

There are 52 facilities (10-Centre of Excellence, 7 Pediatric Centre of Excellence, and 35 ART plus centres) covering the country, patients from states who are not mentioned in the above list are covered by centres in nearby states

The free Anti-Retroviral Treatment in the country was introduced in the year 2004. The country has scaled up the ART programme in a phased manner and at present is providing treatment through a number of 1302 facilities. It is planned to scale up the services to 600 ART Centres and 1500 Link ART Centres by 2016-2017. NACP IV aims to provide universal access to free ART to all those who require it.

The government has already announced to provide free third line antiretroviral therapy and this would become functional as soon as the procurement of drugs and logistics for the same are ready.  For viral load testing programme has adopted a targeted viral load approach. Free viral load testing is done for patients showing immunological failure. The viral load testing facilities are done through 9 identified labs across the country. Efforts are being made to upscale this further.

The estimated numbers of patients who require third line treatment are very few in the country.  At present the cost for the same is planned to be managed from the current allocation for the antiretroviral programme.

The Health Minister stated this in a written reply in the Lok Sabha here today.

40882 Quintals of Seeds Made Available to KVKS to Meet any Contingent Requirement of Farmers

18/07/2014 … Weather information and related agro-advisories are provided to farmers by Krishi Vigyan Kendras (KVKs) through Kisan Mobile Advisory messages, Radio & TV programmes and newspapers. KVKs have also prepared contingent plans emphasizing on crop that requires less water, short duration varieties and planning for protective irrigation and enhanced water use efficiency. About 40882 quintals of seeds of various crops have also been made available to KVKs to meet any contingent requirement of farmers.

In the wake of weak monsoon during Kharif-2014, Indian Council of Agricultural Research (ICAR) has been constantly monitoring the weather forecasts and updating weather information to farmers to facilitate sowing of Kharif crops.

In addition, under National Initiative on Climate Resilient Agriculture (NICRA), ICAR has been providing demonstration on climate resilient practices like water harvesting, direct seeded rice, alternate wetting and drying, green maturing etc. on farmers’ fields to help farmers cope up with seasonal climatic variability in crop production.

This information was given today by Dr. Sanjeev Kumar Balyan, Minister of State for Agriculture and Food Processing Industries in a written reply to Rajya Sabha questions.

SPORTS MINISTER FELICITATES SPORTS TALENTS FOR THEIR ACHIEVEMENT

July 18, 2014 …. India’s top junior in Squash  Yash Fadte  was  felicitated by Sports Minister Shri RameshTawadkar in his chamber today.

Executive Director of Sports Authority of Goa Shri Sandip Jacques, Director of Sports & Youth Affairs Shri Y. B. Tavde, Shri  Gurudatt Bhakta and Secretary, Goa Olympics Association, Shri Arund Bhat, Treasurer, SAG were present.

Mast.  Fadte has many sports achievements to his credit such as Pioneer Cup title in Germany, Asian Squash Runners up in Iran,  he had also won Hong Kong Junior Open an Asian Platinum Event. He is leaving for Mumbai on  July 19 to participate in the Squash Championship, organized by National Sports Club of India.

The Minister Shri Tawadkar also felicitated winners of 41st Junior National Aquatic Championship organized by Swimming Federation of India. Master Jerry D’Mello (Gold-Swimming(, Mast. PANAJI PS: Shri Mahesh Gaonkar r/o Models Maridien- Dona Paula- Panaji-Goa  complained that on 01.09.2000 at 03.50  hrs  at Panaji Police Station, accused namely1) Mr. D. H. Kenaudekar along with his brother, 2) G.H. Kenaudekar and 3)  Mrs. Anamika Kenaudekar criminally trespassed into the Panaji Police Station and criminally intermediated, abused and threatened  him when he was PI Panaji  Police Station and staff on duty at Panaji  Police station  by banging office tables, demanding  release of two accused person  namely 1)  Mr. Anthony Fernandes and Mariano Fernandes who were arrested u/s sec 151 Cr. 2) Complaint upon behalf of the State that on 14.07.14 at 21.20 hrs, near Goa Motor driving school-Panaji, accused namely Vinesh Narayanan P.K. r/o c/o Prince Bakery-Taleigao N/O Kerala riding Yamaha M/cycle No. KL-46-J-1495 rode the same in a rash and negligent manner while proceeding from Taleigao Church to Tonca-Caranzalem and when reached at Goa Motor driving School- Panaji, dashed a Honda Brio car No.GA-07-E-7121 and due to said impact said motor cycle caught fire and was damaged completely and also caused injuries to pillion rider namely Devanand Kumar, age 22 yrs, c/o cafe Azad- Taleigao market- Panaji due to fall on the road. Cr.No.292/14 u/s 279, 337 IPC is registered.

3)  On 17.07.14, one  person namely  Anish Kishore Gadekar, age 30 yrs.,  r/o  Amral Bandh-Taleigao-Panaji committed suicide by hanging near Essar Galaxy building, Amrol Bandh-Taleigao. Dead body preserved in GMC Morgue Bambolim for PME. U.D.No.50/14 u/s 174 Cr. P. C. is registered.

VALPOI PS: Complaint on behalf of the State that on 17.07.14 at 19.15 hrs., near CHC-Valpoi, unknown driver of  truck No. GA-04-T-5410 drove in rash and negligent  manner  while  proceeding  from Honda  to Valpoi and  when reached  near  CHC- Valpoi, dashed to Passion M/cycle No.GA-02-P-9635 which  was coming  from opposite  direction  causing  grievous  injury  to M/ cycle rider namely Shahabuddin Badage, age 30 yrs., r/o  Bhuipal- Sattari and   accused person fled away from the spot without informing police. Accused driver namely Nawaz Shaikh, age 31 yrs., r/o Vaploi arrested and released on bail. Cr.No.51/14 u/s 279, 338 IPC and Sec 134 (a) (b) of M.V. Act is registered. HC-4169 is I.O.
