In their memorandum the members pointed out to the state government asking to prohibit agricultural land from being transferred to persons who were not resident of goa for a minimum period of 30 yrs …

Mr lobo said that development in villages should be not more than ground plus one and government should act on such measures as fast as possible

Sporting Clube de Goa start campaign with a comfortable win

29/10/2014  …. Maverick striker, Boima Karpeh netted a brace as Sporting Clube de Goa overcame United Sports Club 3-2 in the Durand Cup quarter final group B match at Raia Panchayat ground, on Wednesday. Sporting Goa led 2-1 at the interval.

Anthony Wolfe made his debut for the Flaming Oranje alongside Boima Karpeh and they struck up an immediate cohesive partnership, with both getting their names onto the score sheet.

Sporting Goa got off to a dream start after just 93 seconds when Rowllin Borges rolled a free kick across the edge of the box and Boima Karpeh placed it into the back of the net.

Four minutes later Boima struck again, after latching onto to an effective through ball from Wolfe.

United SC battled hard and was soon rewarded when Sankar Oraon took control of a short back pass in the Sporting Goa defence to capitalize and pull a goal back.

Changing over, Sporting managed to regain their two goal cushion after Wolfe was brought down inside the box. Wolfe dusted the grass off his knees, before stepping up to steer home the resulting penalty.

United SC came back with another reply, when Sujay Oraon’s dipping shot from the edge of the box spectacularly crept under the bar to make 2-3. It was a nervous end to the game, but Sporting Goa held onto victory.

STANDING FIRE ADVISORY COUNCIL MEETING ON OCT 31

Panaji; Oct 29, 2014 …. The Government of India, Ministry of Home Affairs is holding the 36th Meeting of the Standing Fire Advisory Council in Goa on October 31 to 1 November, 2014 at Hotel Grand Mercure Candolim.

Speaker of Goa Legislative Assembly Shri Rajendra Arlekar will be the Chief Guest and will inaugurate the conference at 10.30am on October 31, 2014.

The function will be chaired by Shri R. R. Verma, Director General, Fire Service, Civil Defence and Home Guard, Shri R. K. Shrivastava, Principal Secretary, Revenue and Officiating Chief Secretary, Government of Goa, Shri Sanjay Agarwal, Director, Disaster Management, Government of India, Shri D.K. Shami, Dy. Fire Adviser, Government of India, Shri Sandeep Rai Rathore, Inspector General, National Disaster Response Force and Civil Defence and Shri Ashok Menon, Director, Goa Fire and Emergency Services.

The Role of the Standing Fire Advisory Council is to advise the Government of India on matters relating to technology and human Resources development aspects of Fire Service in the Country, including the State, Union Territories and Urban Local Authorities.

The present session will deal with a variety of important Agenda matters prepared by various States. The matters such as framing of a Central Legislation on Fire Safety in the Country, Fire Safety Bill, Organizational issues of the Fire and Emergency Service in the Country etc. will be discussed in the meeting. The Conference will conclude on November 1, 2014 at 1.00pm. 

NCC ANNUAL TRAINING CAMP AT PORIEM EMERGENCY METHODS OF EVACUATING CASUALTIES WITHOUT EQUIPMENT DEMONSTRATED FOR NCC CADETS

October 28, 2014 …. Honorary Company Commander of Home Guards Shri John Aguiar has said that a disaster can be termed as a serious disruption of the functioning of a community or a society involving widespread human, material, economic or environmental losses and impacts  and therefore there is need that the members of community are trained to handle disasters and  assist is saving lives.

Shri Aguiar was speaking at the lecture cum demonstration on Emergency methods of evacuating casualties  without equipment conducted by the Home Guard and Civil Defence Organisation at the Annual  Training Camp organized by the 1 Goa Battalion NCC at Bhumika High School, Poriem today.

Shri Aguiar said sometimes rescue materials are not available to the rescue team at the site in emergency situation. There are various other methods, which could be useful for rescue. Such methods are known as “Emergency Methods of rescue”.  He said, when a stretcher is not available, and when there is a patient to be carried improvisation may have to be resorted to. This improvisation may be carried using the equipment carried by the rescuer, in the unit, or with material available locally. He said that the rescuer must understand the correct techniques to be applied on the casualty and execute the correct method of carrying the casualty so that the suffering of the casualties are minimized.  It is also important he said to ensure personal safety as accidents and injuries to rescuers may jeopardize the whole operations.

Senior Platoon Commander Shri Uday Kurtarkar  explained the methods in detail while they were being demonstrated.

Company Quarter Master  Sergeant Shri Anand Naik, Assistant Section Leader Shri Narayan Pagi, Home Guard Shri Laximan Talwar and Civil Defence Volunteer Shri Uday Kuri Conducted the demonstration.

The methods demonstrated were “Human Crutch” where a rescuer acts as crutch to the injured, “Fireman’s lift” which is a nine step method to lift the casualty, the “Pick-a –back” method which is applicable only when the casualty is conscious without any injury  and not able to walk, “Pick a Back (Reverse)” for the casualty who is conscious with an injury such as burn on the belly or chest, wound on the neck,  Fore method, The cradle method, , backward drag, , Double human crutch, 2-handed seat and several other methods were demonstrated.

The cadets were attentive and participated in the demonstration exercise and asked questions.

Major Shivaji Dharwadkar earlier welcomed the team on behalf of the Camp Commandant and later proposed a vote of thanks.

Camp Commandant Colonel  Nand Kishor Subedar,  Adm. Officer  of  1 Goa Battalion NCC,  Colonel Samanta, Deputy Controller of Civil Defence Smt. Laura Britto, GCS, Camp Adjutant Major James Christopher, Major Gunaji Dessai, Capt. Vinod Joshua and others were present for the programme.

TAWADKAR LAUNCHES ADIVASI VIKAS YOJANA SCHEME

Panaji:  October 28, 2014 …. Minister for Sports & Tribal Welfare, Shri Ramesh Tawadkar exhorted the Panchayats/ZillaPanchayats& Municipal Bodies to draw a master plan to carry out socio-economic development of the tribal people and the tribal areas by utilizing the various schemes and funds meant for their upliftment under Tribal Sub Plan.

 Shri Tawadkar was speaking at the launching of the ‘Adivasi Vikas Yojana’, which was attended by large ST community members at a function at Ravindra Bhavan,  Margao today.

 The scheme provides financial support of uptoRs. 1.25 crores for new projects and Rs. 60.00 lakhs for upgradation/renovation of existing projects to Village Panchayats/Zilla Panchayats and Municipalities with substantial tribal population to create new infrastructure as also carry out one time maintenance for the benefit of the village communities.

 Shri Tawadkar asserted that the time is not far when the whole ST populace will match the best of the talent in the country wiping away the need for reservations to these communities any more.

 Speaking further, Shri Tawadkar outlined the need to take up a small village with a large ST population as a Model Village and provide the inhabits with latest entrepreneurship skills in dairy farming, horticulture, farming, etc. apart from  various providing infrastructure projects to lift up their standard of living.  If we provide this technological know-how to these people, then they will have no aim to come to the urban areas, he remarked.

 Highlighting the various schemes meant for the upliftments of the tribal people, the Tribal Welfare Minister called upon the local self-government body representatives to work out a scheme that can have the big impact by reaching it to the desired target so that it can go along way to serve and bring about change in the standard of living of this community.

 Secretary, Tribal Welfare, Shri Talem Tapok, IAS stating that India with such a large population has only 8.6 % population as Schedule Tribe, underscored the need to popularize the various schemes so as to reach the maximum and the deserving people.  He appealed to the grass root workers to take it to the local populace to have the desired result of such schemes.

 The Adivasi Vikas Yojana scheme envisages that any Village Panchayat/Zilla Panchayat and Municipality having 40 % of tribal population as per list notified by the Department of Tribal Welfare is eligible to avail of the benefit under the scheme.  The Government may also reduce the requirements of tribal population to 30 % on the recommendation of the sanctioning committee in case of urgency and realizing importance of any project.

 Financial assistance is also provided under the scheme for the purpose of land acquisition upto an amount of Rs. 60.00 lakhs per project for taking up of new infrastructure projects.

 The projects will be executed by GSIDC/PWD/WRD/Electricity or any other government departments/corporations as decided by the Department of Tribal Welfare.

 Sanction letter under Atal Ashara Scheme were handed over to the beneficiaries and the meritorious ST students of STD X & XII were also felicitated at the hands of the dignitaries.

 Shri Ganesh Goankar, MLA & Chairman, Goa State Schedule Tribe Finance & Development Corporation Ltd.; Smt. Nelly Rodrigues, Chairperson, ZP(South); Shri Anant Shirvoikar, Chairperson, Commission for SC & ST also spoke on the occasion.

CONFERENCE ON ECHOCARDIOGRAPHY OCT 30

Panaji; Oct 28, 2014 …. The National conference of Indian Academy of Echocardiography is being organized in Goa at Ravindra Bhavan, Margao.

This conference will be held from October 30 to November 2, 2014. Dr. Digamber Naik, a renowned Cardiologist from Goa is the Organizing Secretary while Dr. Mahendra Kare from Margao is the Organizing Chairman of the conference. API Goa and Goa Medical College is the host for this conference. 75 highly experienced Echocardiographer from India and abroad will be training the delegates.

The list of doctors attending the conference are from India, Srilanka, Bangladesh, Nepal, Australia, UAS, UK, Canada, Sweden, Austria and Honkong.

The prominent among them are Dr. Navin Nanda the father of Echocardiography in the world. Goa State Pollution Control Board prepares State Oil Spill Draft Contingency Plan aimed at addressing oil spills issue prevalent along the beaches of the state says chairman jose manuel noronha.

27/10/2014 …Acting on the directives of the state government, the Goa State Pollution Control Board has prepared a State Oil Spill Draft Contingency Plan which is aimed at addressing the oil spills issue prevalent along the beaches of the state.

Speaking to goanreporter, the Chairman of GSPCB stated that the Board has convened a meeting on the 28th of October with all stakeholders and would finalize the equipments and staff to be deployed to address the issue.

Commenting over the issue of sewage and waste being dischared in to rive sal which has resulted in the death of shell fish, mr noronha said said that the board has carried out a study of the prevailing conditions in river Sal and has submitted its report to the high court.

Mr noronha further added that the major issue of river sal was the sewage that was being discharged into the river upstream and that the only solution to prevent the waste from being discharged into the river was to have a common sewage treatment plant.

In what could be termed as a match fixing in to the affairs of the cricket league matches Managing committee member of the goa cricket association sudhin kamat has alleged that the current gca president vinod phadke last year had purposely asked the under 19 goa ranji team to playing its re-cricket matches against South zone group even when the team had topped in its group table so just to give the other state team a chance to top the group

Addressing media persons mr kamat alleged that it was mr phadke who had had asked the teams of other association such as andra pradesh, Hyderabad and Karnataka requesting them to ask gca to play its washed out cricket matches again after which the goa ranji team under 19 had lost its re-matches even though the team had topped the group league table earlier thus denying goa cricket association to win the under 19 ranji tournament

Denying allegations about asking the goa under 19 team to re-play the matches gca president balu phadke said that it was nothing in his hand and that certain decision were taken by the six association who were a part of the group league

state tourism department ask organizers of sunburn and VH1 supersonic to resolve their issue of respective event dates conflicting with each other

It may be noted that Sunburn one of the Electronic and Dance Music festivals in India, has been held in the state of goa for the past few years being held in December every year and this year it would be held on 27, 28th and 29th of December at vagator

While Vh1 Supersonic that began last year would continue to enthrall audiences this year too with world renowned artists and many more turning up on Candolim beach in Goa from 27-30 December 2014.

Speaking to goanreporter tourism minister dilip parulkear said that the single window system committee had received the application from both the organizers who had in-turn asked the organizers as not to have a conflict over the event dates and resolve it between them as soon as possible

Parulekar said that the tourism department had also received a proposal of hosting a kite festival in the state which the state government was trying to do so as to increase the revenue of the state through tourism activities …
