APPLICATIONS INVITED FOR LOKAYUKTA AND UPA-LOKAYUKTA

Panaji, October 8, 2015 …  The Government of Goa has initiated the process for appointing Lokayukta and Upa-Lokayukta. The names of the retired chief Justices and the retired supreme Court Judges have been sought form the Supreme Court and the High Court for selecting the suitable person for appointment as Lokayukta.

The Government has also issued advertisement for appointing Upa-Lokayukta seeking application from the eligible candidates fulfilling the qualification as provided under the Goa  Lokayukta  Act 2011 as amended vide Goa Lokayukta (first Amendment) Act, 2013.

          The Government has appealed to the interested eligible candidates to submit their application with self attested copies of educational qualification and experience in the field of law and administration of justices on or before October 30, 2015 to the Director, Directorate of Vigilance, situated at Serra Building, near all India Radio Station, Altinho, Panaji-Goa.

ON LINE REGISTRATION OF C-FORM HAS BEEN STARTED IN FRRO, GOA

October 8, 2015….. The ON LINE REGISTRATION OF C-FORM HAS BEEN STARTED IN FRRO, GOAes regarding on line registration of C-form has been started in FRRO, Goa under IVFRT (Immigration, Visa, Foreigners Registration & Tracking) system w.e.f. 25/06/2014.

The registration of C-Forms is mandatory under Rule 14(4) & (6) of Registration of Foreigners Rules, 1992. As per Section 14(4), “Every particular, other than the signature of the keeper of a hotel or a visitor, which is required by this rule to be recorded in the said register, shall be recorded by the keeper of the hotel and in the English language, if he is so able, or otherwise, in an Indian language.

As per Section 14(6),The keeper of the hotel shall, as soon as may be but not more than twenty –four hours, after the arrival of any foreigner, transmit a copy of Form-C ,duly completed from the particulars furnished by such a foreigner ,to the Registration Officer.”

As per section 5 of The Registration of Foreigners Act 1939, “Any person who contravenes, or attempts to contravene, or fails to comply with, any provision of any rule made under this Act shall be punished, if a foreigner, with imprisonment for a term which may extend to one year or with fine which may extend to one thousand rupees or with both, or if not a foreigner with fine which may extend to five hundred rupees”

In the first phase only the Hotels, Guest houses were issued User ids for submitting C-Forms online of foreigners. Whereas the residents letting out premises to foreigners, the C-Forms were being accepted at Police stations/FRRO office manually.

As approved by Dy.Director BOI New Delhi the resident letting out their individual houses, rooms, flats to the foreigners on rent by entering into leave & license agreement will be issued /approved User ids for enabling them to fill/register C-Forms online of the foreigners

All the residents letting out such premises to foreigners on rent are advise to report /approach FRRO office at Police Head Quarters Panaji along with hard copy of request letter for approval of User id which has to be printed from the website boi.gov.in during office hours to get the ‘C’ Form user registration approved for enabling them to fill the C-Forms atleast by 15.10.2015

It may be also noted that manual C-Forms will not be accepted at Police Stations or at FRRO office Panaji after 15.10.2015.

Speaking to media reporters mr wagh said that he had already made clear that he was not yet informed about his name being cleared for the deputy speaker post and even if he was informed now about it he would not accept the post of deputy speaker and in turn would work for the development of his party

Mr wagh said that he had informed the chief minister that he was not interest in the red beacon and who ever was interested in it the party should give that deputy speaker post to that concerned mla but would work always work under the leadership of chief minister laxmikant parsekar …

The former speaker of the goa legislative assembly was recently inducted in to the parsekar led government as a cabinet minister which fell vacant following the resignation of controversial MLA Francisco Pacheco after the Supreme Court upheld his conviction for slapping a government official. Pacheco is currently serving a six-month jail term. …

Speaking to media reporter’s minister for environment and forests rajendra arlekar said that he had started to take up the work of the people and would do his best to do for the betterment of the goan society

Mr arlekar said that he would first sit with his concerned officers of the allotted ministry departments to him and then would try to resolve the issues hearing both sides of the issues …

With tourism season already around in the state of goa calangute mla Michael lobo and sarpanch of calangute village panchayat joseph sequiera have asked the state government to curb illegal activities taking place along the costal belt in calangute constituency which was taking place in connivance with police officials and hawkers ….
 
Speaking to media reporter’s sarpanch of calangute village panchayat joseph sequiera had alleged that the local police officials were not to be seen whenever the irb officials were required for ….
 
Joseph said that it was sad to say that there were no safety standards in calangute area as far as tourism related activities were concerned …
 
Meanwhile calangute mla Michael lobo said that he fully agreed on what the calangute sarpanch was stating as police were in connivance with hawkers and were pushing in other types of illegal activities due to lot of hassling going on and there was a need to stop it totally
Lobo also stated that there was a need for the tourism department to inform its irb police personnel to arrest those people who were doing illegal activities and harassing tourist along the coastal belt thus spoiling the name of goa on tourism world map

Speaking to media reporters mr lobo said that since crz as an issue where in environment was concerned and therefore there was a need for the central environment ministry to change certain environment rules so as to accommodate goans to get their houses or business activities regularized along the coastal belts adding a word as part commercial in the crz rules
 
Mr lobo said that he had studied the matter very well and was also of the opinion that relaxation for all 365 days was also needed to be given to those people who were putting beach huts along the coastal belt so as to earn their daily bread through tourism related activities along the coastal belt
 
Meanwhile porvorim mla rohan khaunte said that if the crz relaxation was for local fisherman staying around coastal area then it was a welcome step but if it was a back door entry for hotels and casinos then it had to be objected
 
 

 

CENTER TO CREATE EMPLOYMENT OPPORTUNITIES FOR THE STATE OF GOA UNDER SKILL INDIA MISSION-DEFENCE MINISTER

Panaji: October 3,2015 … The Union Minister of Defence Shri Manohar Parrikar has said that the union Government under Skill India Mission is striving to create employment opportunities for the state of Goa and the exercise in this regard has been already started.

            Shri Parrikar was speaking as Chief Guest at the function organized to celebrate 15th  year of Dayanand Samajik Suraksha Yojana ( DSSY ) held at Campal recently.

The Government organized a function to commemorate 15th successful year of implementation of the aforesaid scheme. Around 120 initial beneficiaries of the scheme from all over the state were felicitated at the hands of the Defence Minister and Chief Minister and other dignitaries.

            Shri Parrikar said  that the DSSY Scheme wich was implemented fifteen years back has proved boon to the senior citizens, enhanced their respect and responsibility in their families and it has also helped to economically weak families to take care of their aged person. He said presently around 96 thousand beneficiaries are availing  benefit   of this scheme.

The Chief Minister Shri Laxmikant Parsekar while speaking at the function said that the ideal society is that where aged people are well treated with respect and   takes proper  care.  DSSY Scheme was formulated with the sole objective to extend financial assistance to aged people as a pension to meet expenses of their   medicines and other needs. This scheme which was started with Rs.500/- is now enhanced to Rs.2000/- and  a there is no alternative to this scheme it will successfully continue hereafter he asserted.

The Deputy Chief Minister Shri Francis D’Souza while addressing at the function said the DSSY Scheme which is in force now benefitted to our senior citizens also extended to other sections like single women, orphans, disables, widows, and HIV positives This itself  indicates that  Government is working for common man.

The Social Welfare Minister Shri Mahadev Naik  while speaking said that Goa is the only state in the country which has implemented schemes like DSSY. Government incurs about 27 crores per month on this scheme. The Government has also extended this scheme to traditional rural artisans and the number of beneficiaries has increased to 1, 36,000 he added.

CM LEADS GOA IN PAYING HOMAGE TO MAHATMA GANDHI

October 2, 2015 ….    Chief Minister Shri Laxmikant Parsekar  led the state in paying homage to the Father of the Nation Mahatma Gandhi by offering floral tributes at Gandhi Chowk in old Goa on the occasion of ”146th birth anniversary of  Mahatma Gandhi  today.

The Chief Minister said that Gandhiji gave a message of peace and non-violence. Mahatma Gandhi was a great person who struggled a lot and played a significant role in the achievement of freedom for India from British rule. He not only pioneered the unique method of non-violence to get freedom for India against British rule but also proved the world that freedom can be achieved peacefully through the path of non-violence. He is still remembered among us as the symbol of peace and truth.

 The Chief Minister said that Mahatma Gandhi never compromised on cleanliness. Let us all contribute to make Goa and surroundings clean and at the same time we must keep ourselves clean and let us have a clean administration in the state of Goa. Let us take a pledge to keep and maintain cleanliness and contribute in making  clean Goa by the 150th birth anniversary of Mahatma Gandhi.

The Chief Minister said that  Mahatma Gandhi-ji was the man of simple living and high thinking which has been set as an example to us. He was very against to the smoking, drinking, untouchability, and non-vegetarianism.

        Today he said  is also the birth anniversary of our e Prime Minister Lal Bahadur Shastri. During short period as Prime Minister he showed that he possessed wonderful power to face every problem bravely.

On the occasion the Chief Minister paid his tributes to the memory of these great leaders.

Verses and Prayers were read out from the holy books of all the religions by Maulana Rafiq Ahmed Sahib, Fr Savio Barretto, and Mr Ritesh Paranjape on the occasion.

Smt. Prachala Amonkar a well known vocalist from  Kala Academy  presented  ”bhajans” at the function which was attended by a large number of school children.

Later the Chief Minister and other dignitaries will attend the function organised by Se Old Goa village panchayat to celebrate the birth anniversary of former Prime Minister of India, late Lal Bahadur Shastri, at the panchayat premises and offer floral tributes.

NEW INDUSTRIES TO PROVIDE 8800 JOBS : CHIEF MINISTER

Panaji, october 1st, 2015 …. The Chief Minister Shri Laxmikant Parsekar has  said that Investment Promotion Board set up to encourage and attract investment has cleared 46 projects to pave wave for setting up of Industries in the State. These industries the Chief Minister mentioned  will generate jobs to 8800 unemployed youth and help to ease unemployment problem in the State.

The Chief Minister was speaking after laying the foundation stone for the proposed small scale Industrial Estate in the distinguished presence of Minister for Industries Shri Mahadev Naik at Pandagal-Ghodpe, Shiroda recently.

Stating that the State Government is endeavouring to provide gainful unemployment to the educated unemployed youths in Goa by allowing to set up  pollution free industries the Chief Minister informed that the Industrial Estate at Shiroda will come up on a land admeasuring one lakh five thousand Sq. mtrs. where initially fifteen small scale industries will start their operation, in the allotted plots.

The Chief Minister who is also the Chairman of Investment Promotion Board said that the Government will accord priority for giving necessary nod for setting up industries to those Entrepreneurs who will give preference to provide 80% jobs to the Goans in their respective units, so as to tackle the growing unemployment problem in Goa.

Shri Parsekar urged the local self Government bodies not to oppose those industries which have complied with the necessary formalities so that the developmental works in the areas of Panchayats is not hampered.

While stressing the need for job oriented education the Chief Minister informed the assembled people that all efforts will be made to accommodate  local youths in the new industries that will be set up and also in the existing industries which needs expansion.

The Minister for Industries Shri Mahadev Naik in his address said that he has been successful in fulfilling the aspirations of the people. In this context, he informed that two Industrial Estates have been set up in Shiroda and its surrounding areas. He said, in this industrial Estate a Garments factory will be set up which will create employment opportunities to 800 locals.

Shri Naik further reviewed the progress undertaken in Shiroda in different areas and further added saying that Rs. 50 crore water supply project at Shiroda will soon be commissioned to augment water supply.

st andre mla wagh unaware of his name being referred for deputy speaker’s post

Chairman of kala academy and mla of st andre constituency Vishnu wagh has said that his name has not been announced by his party leader that he would be the next deputy speaker of goa state legislative assembly and therefore he was unaware of he being given the post of deputy speaker …

It may be noted that on Tuesday evening after a meeting of party legislators chief minister laxmikant Parsekar had stated that speaker rajendra arlekar would be sworn as minister on Thursday evening where as Deputy Speaker Anant Shet would be elevated as speaker in Arlekar’s place, while MLA Vishnu Wagh will take over as deputy speaker.

A berth in the 12-member cabinet of the BJP-led coalition government had fallen vacant earlier this year, following the sentencing of former archives and archaeology minister Francisco Pacheco to six months of imprisonment in connection with a 2009 assault case.

Speaking to media reporters st andre mla Vishnu surya wagh said that he was unaware of his name being proposed for deputy speaker post as only two names were mentioned by the union defence minister manohar parrikar at the party meet …

Wagh also remained adamant to state whether he would accept the post of deputy speaker or not and said that he would open his cards at the right time
