RICH TRIBUTES PAID TO COPS ON POLICE COMMEMORATION DAY
October 22, 2015 ….. 57th Police Commemoration Day was observed in Goa recently along with other parts of the country. Tributes were paid to those who laid down their lives, while performing their duties. Every year, October 21 is observed as police commemoration day in memory of CRPF personnel, who were killed by the Chinese in 1959.
Director General of Police Shri T. N. Mohan, IPS read out the list of Police personnel in the country who laid down their lives in service of the country during 1.9.2013 to 31.8.2014 followed by Police Parade in commemoration of the Police martyrs.
While addressing the police officials Shri Mohan said, “The day reminds every police official to remain duty-bound to the country, keeping in mind the sacrifices made by thousands of martyrs in the past.” “Each of us should never forget the sacrifices made by the jawans”, he said.
During the past one year from September 1, 2014 to August 31st 2015 in all 434 police personnel from different state forces and the para-military forces laid down their lives during the call of duty. Uttar Pradesh tops the list having lost 108 personnel of different ranks followed by Chhattisgarh whose 37 personnel lost their lives while fighting the terrorists and other anti-social elements.
After the commemoration parade, DGP and other Police Officers laid wreathes at the martyrs memorial in commemoration of the Police personnel who have lost their lives while on duty and in combating enemy.
In October 21, 1959, the China took over Indian Police Post in Ladakh, during which 10police personnel sacrificed their lives for the country. It is in commemoration of the police martyrs that the Central Government has decided to observe “Commemoration Day” every year across the country.
Prominent among those present on the occasion were Inspector General of Police Shri Sunil Garg, Deputy Inspector General of Police, Shri V. Renganathan, S.Ps, Dy. S.Ps, Police Inspectors, retired police officers, Representatives of Home Guards and Civil Defence organisation and others.
PC-PNDT MEETING HELD IN NORTH GOA
Dated:- 22/10/2015 ….The Pre-Conception and Pre- Natal Diagnostic Technique (PC-PNDT) Advisory Committee meeting held in the chamber of Additional Collector-I, North Goa District Panaji discussed various measures and decisions were taken to initiate inspection of ultra clinics violating the registration mandatory and other norms in North Goa.
The Chairperson Dr. Shirley Rebeiro, Senior Radiologist presided over the meeting.
During the meeting, the Advisory Committee members were briefed on the minutes of the last meeting of PC PNDT, regarding inclusion and deletion of Doctors as operators in various clinics/hospital as per the intimation.
Dr. Shirley informed that the committee has newly registered Bhagyodhav Hospital at Dattawadi, Mapusa under Dr. Chhaya S. Neogi where in Dr. Sandipkumat D. Bhat (DMRD) and Dr. Poonam Neogi DNB (OBG) designated as operators.
Further, Dr. Shirley also informed that the Dr. Dhulapkar Hospital and Diagnostic Centre registration is lapsed. However the committee has directed the clinic for re-registration.
Dr. Kavlekar Namrala Pradip, DMRD for Vrundavan Shalby Hospital, St-Cruz and Vrundavan Shalby Hospital, Mapusa has been appointed additional operator to the existing PNDT registration. Besides this, the shifting of USG machine from RMD Thane to Azilo Hospital, Mapusa was also discussed.
Regarding Form F, the committee has decided to send reminders to the clinics which have not submitted Form F, which is required document to the concerned authority, failing, which action would be initiated on the habitual clinics/hospitals.
Under Beti Bacho and Beti Padavo activities, the committee has decided to send letter to all the school in North Goa inviting them to participate in various competition to be organized by the PC-PNDT Act Advisory committee to create awareness among the public in North Goa.

GOVERNOR INAUGURATS SHREDDER MACHINE AT RAJ BHAVAN, YET ANOTHER STEP TOWARDS SWACHH BHARAT ABHIYAN
Panaji, October 22, 2015 …. The Hon’ble Governor, Dr. Mridula Sinha, recently inaugurated a Shredder Machine at Raj Bhavan. This machine will be used to crush dry leaves, timber and other degradable dry waste material into small pieces, which will be used as manure for flower plants, vegetables, coconuts, etc., thereby,generating organic manure for the Raj Bhavan gardens.
The Raj Bhavan staff has conducted cleanliness drives at Miramar Circle and the road from there to Tonca junction, four times during the last one month, as part of the clean Panjim Mission. 30 personnel from the Directorate of Fire services and 60 staff members of the Directorate of Agriculture joined them in the cleanliness drives conducted on October 7th and 16th , respectively. The Raj Bhavan staff had volunteered to maintain cleanliness at Miramar Circle and the Tonca road, as an example for other Government Departments and citizens to emulate and adopt voluntarily.
The Raj Bhavan office has issued detailed guidelines to the staff, residents, police personnel and others, not to bring plastic items to the campus, to the extent possible and also to dispose off such items, if brought, with meticulous care, not to be seen in the campus. This step has been taken to make the Raj Bhavan estate a Plastic-free Zone.
VOLUNTARY ORGANIZATION SHOULD STRIVE HARD TO SERVE PEOPLE: GOVERNOR
Panaji, October 22,2015 …. Governor of Goa and President of Indian Red Cross Society, Goa State Dr. Mridula Sinha appealed to the Voluntary Organisations to strive hard to serve the people with higher sense of dedication and social responsibility.
Voluntary organization are the fifth pillar of democracy, she said and stressed the need for increase in number of social workers, which will help to remove the problems and difficulties in the society. Serving needy gives immense satisfaction, she added.
Governor Dr. Mridula Sinha was speaking at the Annual General Body Meeting of Indian Red Cross Society held at Raj Bhavan, recently.
Speaking further Governor urged the social workers from Voluntary organization to actively work as per the requirement of the society. We have to change the mind set of society, she said suggesting to analyse the requirement of the society through a survey. We have to change the activity as per the need of the society, she remarked.
Governor pointed that the there are several challenges and problems faced by our society. Government is implementing various schemes and programmes for the betterment of the society, she mentioned and urged all NGO’s to supplement the government efforts to implement or to popularize various schemes meant to fulfill the aspiration of the people. Peoples participation with Government is need of the hour and Indian Red Cross Society she hoped will take initiative to change the mindset of the people.
Governor Dr Sinha also released the Annual Administrative Report for the year 2014- 15 on the occasion. Dr. Sinha also felicitated Shri I.J. Virani who have served Mapusa Branch for more than 24 years.
Governor Dr Sinha also felicitated earlier patron Shri Manoj Caculo, Dr. Vinaykumar Pai Raikar, Shri Gaurish Dhond, Shri Govindraj Dempo and Smt Pallavi Dempo including late Vishwasrao Dempo posthumously.
Governor also presented Honour pins to new Patrons members Shri Mangurish Naik Raikar, Shri Stanaley Joseph and Shri Rakesh Agarwal.

ON LINE REGISTRATION OF C-FORM HAS BEEN STARTED IN FRRO, GOA
October 21, 2015 …. The services regarding on line registration of C-form has been started in FRRO, Goa under IVFRT (Immigration, Visa, Foreigners Registration & Tracking) system w.e.f. 25/06/2014.
The registration of C-Forms is mandatory under Rule 14(4) & (6) of Registration of Foreigners Rules, 1992. As per Section 14(4), “Every particular, other than the signature of the keeper of a hotel or a visitor, which is required by this rule to be recorded in the said register, shall be recorded by the keeper of the hotel and in the English language, if he is so able, or otherwise, in an Indian language.
As per Section 14(6),The keeper of the hotel shall, as soon as may be but not more than twenty –four hours, after the arrival of any foreigner, transmit a copy of Form-C ,duly completed from the particulars furnished by such a foreigner ,to the Registration Officer.”
As per section 5 of The Registration of Foreigners Act 1939, “Any person who contravenes, or attempts to contravene, or fails to comply with, any provision of any rule made under this Act shall be punished, if a foreigner, with imprisonment for a term which may extend to one year or with fine which may extend to one thousand rupees or with both, or if not a foreigner with fine which may extend to five hundred rupees”
In the first phase only the Hotels, Guest houses were issued User ids for submitting C-Forms online of foreigners. Whereas the residents letting out premises to foreigners, the C-Forms were being accepted at Police stations/FRRO office manually.
As approved by Dy.Director BOI New Delhi the resident letting out their individual houses, rooms, flats to the foreigners on rent by entering into leave & license agreement will be issued /approved User ids for enabling them to fill/register C-Forms online of the foreigners
All the residents letting out such premises to foreigners on rent are advise to report /approach FRROoffice at Police Head Quarters Panaji along with hard copy of request letter for approval of User id which has to be printed from the website boi.gov.in during office hours to get the ‘C’ Form user registration approved for enabling them to fill the C-Forms atleast by 15.10.2015
It may be also noted that manual C-Forms will not be accepted at Police Stations or at FRRO office Panaji after 15.10.2015.
