Panaji, 01/02/ 2018 … The District Magistrate, South Goa has ordered and imposed a complete ban on all such activities involving of lantern kites/wish kites and use of laser beam with high intensity lights especially during festivals within 2 kms of Dabolim Airport boundary to avoid danger to the safety of the aircrafts during its landing and take off for a period of 60 days with effect from January 23, 2018.

FOOD BUSINESS OPERATORS FINED FOR MANUFACTURING, SELLING MISBRANDED ‘MUSTARD OIL’

Panaji:01/02/2018 … The District Magistrate cum Adjudicating Officer, South Goa District, Margao imposed a penalty of Rs. 1 lakh, each, on the firm, M/s. Payal Enterprises, Thane, Maharashtra; and its three partners, Shri. Manilal Lalji Nandu, Shri. Hiten Javerilal Gala and Smt. Dimple Ketan Nandu of M/s. Payal Enterprises, Thane, Maharashtra; and Rs. 10,000/- each, on eleven other local food vendors, viz. M/s. G.K. Enterprises, Thana, Cortalim, Goa; M/s. Raj Rajeshwar Agencies, Sao Pedro, Old – Goa; and Super Centre, Silvanagar, Ponda, Goa, under the provisions of the Food Safety and Standards Act, 2006, and the Rules/Regulations, for manufacturing, storing and selling food article “A-1 Raja Mustard Oil”, which was declared and reported to be “misbranded food” under the aforesaid Act.

  Panjim, Jan 31: Goa is all set for its annual festival Carnaval 2018 to be held from February 10 to 13, 2018.

The Hon’ble Minister for Tourism, Mr. Manohar Ajgaonkar along  with all other officials and representatives from the government, Goa police, traffic police, municipal bodies  have deliberated over the last few weeks to  take stock of every minute detail towards ensuring the smooth and  successful conduct of  Goa’s gala festival – Carnaval.

On Tuesday, 57-year old Bruno Azaredo from Utorda was selected  as King Momo for Goa Carnaval 2018 and  will lead the  float parades in all the major cities along with  a colourful and elaborate entourage.

This year the festival will be held between February 10-13, 2018. Float parades in the four major cities will be held as follows:  Panjim on 10th February, Margao on 11th, February, Vasco on 12th February and Mapusa on 13th February.

As far as the float parades in the minor cities, the parade in Ponda will be held on 11th February, Curchorem on Feb 12 and Morjim on Feb 13.

Total prize money for the 2018 Carnaval has been increased to Rs. 7, 35,000/ – per centre.

All floats desirous of participating in the parades will be screened  by a committee to ensure that it follows  the theme and  does not violate any of the  rules and regulations.

Carnaval committees have been asked to encourage participants to include more cultural aspects and minimize commercialization of floats.

Polluting vehicles in the junk car category will not be allowed in the parade and no offensive exposure will be permitted. Consumption of liquor and carrying of lethal weapons will not be permitted on the floats during the parade.

All committees  are in the process of submitting their center  wise programmes to be  carried out  during Carnaval. Likewise committees have been directed to take the assistance from the police and district administration for ensuring security arrangements at the events and parade routes.

Goa Tourism is also setting the stage for the Goa Food and Cultural festival from February 9-13, 2018.  This event coincides with Carnaval and will add more flavor to Carnaval in Goa.

 

 

EXCISE AUTHORITIES CRACK DOWN ON ILLEGALITIES

Panaji, January 30, 2018 … The Excise Department sent six Special Flying Squads to conduct surprise checks across Goa in its effort to curb violations of the Goa Excise Duty Act and Rules, during the past weekend. Apart from these six flying squads all Excise Inspectors posted in each Taluka also conducted surprise checks in the late night hours over the past weekend starting from January 26.

Total 26 violations, such as, sale of liquor without proper license, sale of liquor beyond prescribed hours, etc. were booked by the team from the Excise Department. Maximum 12 cases were booked in Bardez Taluka, followed by Pernem, Canacona and Salcete.  

Excise Department has requested the event organizers to obtain appropriate license from the concerned Taluka Offices before organizing any event which includes consumption of liquor. 

The Excise Department will continue to send special teams in future also and requests public to inform of any violations to the concerned Excise Inspector or to the Headquarters

REGISTRATION ON EWAY BILL PORTAL

 Panaji, January 29, 2018 …  The Office of the Commissioner of Commercial Taxes has brought to the notice of the people that E Way Bills is compulsory for all interstate movements of goods w.e.f. February 1, 2018   

 Taxpayers who have GSTIN need to visit e-waybill portal at https://ewaybill.nic.in and click on “e-way Bill registration” and enter their GSTIN. Than OTP will be received on their mobile number registered by them on GST common portal. Upon entering the OTP received, they have to choose user ID and password.

          Transporters who have GSTIN shall follow same procedure as above to create user ID on ewaybill portal. Thereafter they need to log in and click “update” and update themselves as a Transporter.

          Transporters who do not have GSTIN needs to visit ewaybill portal at https://ewaybill.nic.in and click on “Enrolment for Transporters” and enter their PAN and Aadhaar number of person in-charge of business. Than OTP will be received on mobile linked to Aadhaar. Upon entering the OTP received, they have to choose user ID and password. Once user ID is created on ewaybill portal, all functions related to Ewaybill can be performed online through said user ID.

LOK SABHA RESEARCH FELLOWSHIPS ON PARLIAMENTARY THEMES

 Panaji, January 28, 2018 … The last date of receiving Applications for the Lok Sabha Research Fellowships on parliamentary themes has been extended from January 10 to January 31, 2018. The Lok Sabha Secretariat grants research fellowships to undertake research of high standards on Parliamentary themes.

            Applications are invited for 25 Research Fellowships for the year 2018-19. Maximum of Rs. 10 lakhs (plus Rs. 50,000 as contingency allowance) will be awarded to encourage and support original studies on subjects relating to Indian Parliament.

            The duration for the fellowship will be 2 years. Applications may be sent in hard copy as well as by email to : the Director, Lok Sabha Secretariat, Room No. F-121, Parliamentary Library Building, New Delhi – 110001, email : sricell-lss@sansad.nic.in.

DM ISSUES DIRECTIONS TO CYBER CAFÉ OWNERS

Panaji, January 27, 2018 ….   The District Magistrate, North Goa, in exercise of the powers conferred upon it by Section 144 of the Code of Criminal Procedure 1973, has ordered for strict compliance of the following directions by the owners of such Cyber Cafes in the entire North Goa District:

The owner of the Cyber Café shall Prohibit the use of Cyber Café by unknown person and whose identity has not been established by the owner of the café, he/she shall maintain a register for identity of the visitor/user, he/she shall get an entry in the handwriting of the visitor/user shall get an entry in the handwriting of the visitor/user mentioning name, address, telephone number and identity proof.

The visitor/user shall also sign the register kept for this purpose, the identity of the visitor/user shall be established through Government Identity Card only; like Voter Card, Driving Licence, Smart Card, Passport, etc. Activity server log should be preserved in the main server and its record should be preserved for atleast six months, if any activity of the visitor is of suspicious nature, the owner of Cyber Café shall immediately inform the nearest Police Station and the Police Control Room (P.C.R.), Record shall be maintained about the specific computer used by each visitor/user and CCTV camera shall be installed by the owner at the entry point of each cyber café.

This order shall come into force w.e.f. January 26, 2018 and shall be effective for a period of 60 days that is upto March 26, 2018 (both days inclusive) unless withdrawn earlier.

 Any person contravening this order shall be punishable under Section 188 of the Indian Penal Code.

AWARENESS PROGRAMME ON BIODIVERSITY LAWS

Goa State Biodiversity Board (GSBB) under UNEP-GEF-MoEFCC-ABS Project in association with Goa State Legal Services Authority and District Legal Service Authority, North and South Goa organized on January 13 at a function in Panaji for the Hon’ble Judges and Judiciary officials of Goa. a Focus Group Meeting for awareness on the Biological Diversity Act, 2002; Biological Diversity Rules, 2004; Goa Biological Diversity Rules, 2017; Access and Benefit Sharing Mechanism and other aspects related to Biodiversity in India.

The programme was inaugurated by lighting the traditional lamp at the hands of Hon’ble Justice Shri. C.V. Bhadang, Judge High Court of Bombay at Goa in the august presence of Hon’ble Justice, Nutan D. Sardessai, Judge High Court of Bombay at Goa.

Dignitaries present on the dais were Shri. B.P. Deshpande, Principal District and Session Judge, South Goa, Margao; Shri Irshad Agha, Principal District and Session Judge, North Goa, Panaji; Shri C.A. Reddy, IFS, Director (I/C) Centre for Innovations in Public System, Former Secretary-National Biodiversity Authority, Government of India, Chennai; Ms. Sherin Paul, District Judge – and Addl. Session Judge, Panaji and Shri Pradip Sarmokadam, Member Secretary, Goa State Biodiversity Board. The programme was attended by Hon’ble Judges of District Session Courts of North and South Goa as well as the Hon’ble Judges of High Court of Bombay at Goa.

 Shri Pradip Sarmokadam welcomed the gathering and introduced the keynote speaker Shri C.A. Reddy, Shri. B.P. Deshpande highlighted the necessity of the judiciary to be appraised regarding the Biological Diversity Act. Hon’ble Justice C.V. Bhadang gave the inaugural address. Vote of thanks for the inaugural programme was proposed by Ms. Sherin Paul, District Judge I and Addl. Session Judge. This was followed by informative session wherein Member Secretary, GSBB explained the role of Goa State Biodiversity Board in the State of Goa.

The keynote speaker, Shri. C.A. Reddy, addressed and enlightened the participants on the importance of biodiversity and the various aspects of the Biodiversity Diversity Act, 2002. He also shared his experiences in implementation of the Act and also discussed various case studies of India. A panel discussion followed. The programme was compered by Judge Smt. Shabnam Shaikh, Secretary and North Goa District Legal Services Authority.

NATIONAL GIRL CHILD DAY OBSERVED

Panaji, January 25, 2018 …  National Girl Child Day was observed by Directorate of Health Services (DHS), State Family Welfare Bureau (SFWB), Directorate of Women and Child Development (DWCD) in association with North Goa District Collectorate, Panaji at Entertainment Society of Goa (ESG) Auditorium today.

Collector and District Magistrate of North Goa Smt. Nila Mohanan, IAS was the Chief Guest for the function while Director of DWCD Shri. Dilip Desai was the Guest of Honour. Director of DHS Dr. Sanjeev Dalvi, Dy. Director Dr. Jose D’sa, Chief Medical Officer Dr. Vandana Dhume and renowned Konkani actress Dr. Minakchi Martins were present on the occasion.

            The event began with lighting the traditional lamp followed by THE welcome address by Dr. Vandana Dhume. The Chief Guest later distributed prizes to the winners of short filmmaking competition held by DHS on the theme ‘Beti Bachao, Beti Padhao’. Ms. Rucha Prabhudessai, Ms. Ella Marie Filanto Sequeira and Shri. Elton Bosco Coutinho won the 1st, 2nd and 3rd places respectively.

            While addressing the gathering, Smt. Nila Mohanan, IAS said that the society needs to emphasize on collaborative and co-operative efforts by men and women in order to get gender equality in place. “This year we wanted to provoke the thought of ‘Beti Bacho, Beti Padhao’ and women empowerment. Gender equality is a journey in which both boys and girls should participate, as only women fighting for it makes it a lonely battle.”

Smt. Mohanan appreciated DHS for their efforts and commitment towards ‘Beti Bachao, Beti Padhao’ scheme. “The message of women empowerment and education must reach out at the grass root level. Goa is a small and educated state, does not come across many such issues, however, each one of us must make an effort and work towards women empowerment,” she said.

            Shri. Umesh Borkar compered the function while Dr. Jose D’sa proposed the vote of thanks. The event concluded with the screening of the award winning short films.

LIBRARY IS THE HEART OF EVERY INSTITUTION-GOVERNOR

  Panaji: January 24,2018 … ‘Library is the heart of every institution and it is in the heart of every avid reader. Earlier we used to acquaint libraries only for print books, magazines and journals’’ said  by Governor of Goa Dr, ( Smt.) Mridula Sinha, who was speaking  as  the Chief Guest for the inaugural function of  3 day  ‘Library Technology Conclave’’ held at Faculty Block E, Auditorium, Goa University, at Taleigao  today.

 Library Technology Conclave (LTC2018) is a continuation of Koha Conclave instituted by Informatics in 2016 as an annual event. The first Koha Conclave was held in Bangalore in February 2016 while second was held in Pune.  At this second conclave it was decided to rename the Conclave with expanded scope as Library Technology Conclave ( LTC ) to be held annually in partnership with a leading Library and Information Center. This   Conclave is jointly organized by Informatics Center Bangalore and Goa University.

 Dr. Sinha Said that the advancement in technology is also changing the shapes of libraries. We now see digital libraries evolving from physical libraries. In Indian libraries she said that the speed of adopting the technology and keeping pace with the technology is not in sync with international libraries and the technology itself. Therefore investment in technology suffers high risk of obsolescence.

 Dr. Sinha further said that the three day Library Technology Conclave is a good initiative from Indian Company which patronizes Make in India to educate our library professionals to learn about the latest trends in library technologies and innovate themselves to be at level  of international libraries through  this conclave  she added.   

  The Vice-Chancellor of Goa University Prof. Varun Sahni while speaking said that technology is not new for India and  called for the need of learning more on how to adopt technology in our libraries to ensure the benefit of technology reaches every reader in the library.

   Earlier the message of the Minister of Human Resources and Development Government of India was telecast on this occasion.

      Dr, I.R.N. Goudar, Pragramme Chair Adjunct Professor, Mangalore University briefed about the overall programme of three day Conclave.

  Shri N.V.Sathyanarayana, Conclave Chair Chairman & MD, Informatics India Limited who welcomed  the gathering earlier presented memento to the Governor Dr.Sinha.
