Panaji; September 12, 2014 … The District Magistrate, South Goa District has ordered that the CyberCafes running in the District and other such Establishments shall strictly comply with the following points.
Prohibit the use CyberCafé by unknown person and whose identity has not been established by the owner of the Café, Maintain register and make an entry in their own handwriting by the visitor mentioning name, address, telephone number and identity proof and also sign the register kept for this purpose.
The identity of the visitor shall be established through Government identity card only like Voter Card, Driving License, Smart Card, Passport etc., Activity server log should be preserved in main server and its record should preserved for at least six months, if any activity of the visitor is of suspicious nature, the owner of CyberCafé will immediately inform the police Station, Records be maintained about the specific computer used by the person and CCTV cameras should be installed in CyberCafé and at entry points so as to capture the face cut of every person entering CyberCafé. The CCTV footage should be kept for at least 30 days and be made available to police on demand.
Any person contravening the said order shall be punishable under Section 188 of the Indian Penal Code.
The Supdt of Police, South Goa Margao, the SDPO of Margao, Quepem, Mormugao and the Police Inspector/SHO’s of the respective Police Station are hereby authorized to file FIR on behalf of the State if any person found contravening the above order which shall be punishable under Section 188 of Indian Penal Code.
The order has been come in force with effect from August 30, 2014 and shall remain in operation for a Period of 60 days.
