According to the documents available with goa365 the civil engineer vishwas dessai while giving the completion certificate to the ruby residence in survery no 26/2, 3 & 4 has stated that
( I hereby certify that the works as been completed and I am fully responsible for the structural safety and RCC design of the structural residential house belonging to mr jugdeep sehgal and mr pradeep birring, c-002, ruby residency, chawdi, canacona goa. in survey bearing 26/2, 3 & 4 of chawdi village canacona taluka goa state and I here by certify that the erection of the above building has been carried out under my supervision and I guarantee that all the material such as (kind, quality and grade) and workshop is in accordance with detail and general specifications and that work has been carried out in accordance with the sanctioned plan, elevation and section )
More surprising to note was that even the structural design of the building was given to mr desai by the owner of the building mr jagdeep sehgal and pradip birring for carrying out structural design and supervision of the proposed construction of the residential building ..
Desai had also stated in his structural liability certificate that the structural works shall be executed by the owner as per the structural drawing prepared by mr desai and under his supervision …
Speaking to goanreporter over the issue chief town planner p s putturaju said that the concerned file of ruby residency had never reached to his office in Panjim till date and he himself was shocked to see such a huge building at canacona which definitely had procedural as well as technical lapses
Putturaju also stated that along with technical lapses certain regulations were also not followed while constructing the concerned project
Putturaju said his department would also verify the decision taken by the respective district branch officer who had given various permissions to the project
